Concerning some put issues about Iraq, Somayye Khammarbaghi from International Group of Mehr News Agency carried out an interview with Nazem Dabbagh the representative of Kurdistan Regional Government of Iraq in Iran of which the outlines as follow:

Relating to the victory of Justice and Development Party in recent parliament elections and formation of one-side government and its effect on Iraq and turkey relations Dabbagh said: Iraq and Turkey cooperation will get more in political, economic and security fields as will with Kurdistan Region. The foreign Minister of Turkey came to Erbil visiting the Regional authorities and insisting on developing relation. In addition about the place of Iraq balkanization in America’s general policy and its goal he said: this is not serious and before Saddam’s fall it had been put that Iraq would have been Balkanized in three regions, Kurdish, Sunni and Shia. In his view the positions of some Americans relating to balkanization of Iraq has been put due to its special condition of the Region. Dabbagh said: if Iraq was divided into three regions the Region would be strong. But it is unlikely such thing happens. In his view regional countries disagree about the balkanization of Iraq to confront Shia crescent not to be formed.

Dabbagh was asked that how Iraq forms foreign policy based on the balance with other countries supporting terrorism like Saudi Arabia in one side and Iran in other side. He replied: to make balance in Iraq foreign relations in current conditions is a difficult task. He added: unfortunately some politicians on stage prefer their personal interests and sides to national; if not so, many present problems would not exist. Thus in such conditions making balance in relations with the regional countries is difficult.

Relating to forming National Guard of Iraq, Mehr reporter asked Dabbagh what he thought and he answered: its results is bilateral, namely, positive and negative. He believes looking at the quality of Iraq army, it is realized better that to form this is undeniable. He continued to say: I personally think that to form National Guard in Iraq is the factor of difference and so unity not to be formed.

Relating to form an informational center with Iran’s, Syria’s, Iraq’s and Russia’s help in Baghdad and the possibility to develop airstrikes of Russia against ISIS in Iraq, Dabbagh tooke this position: I say we can take use Russia to confront with terrorist groups, but how about next? America’s policy is that they are not following to strongly fight ISIS and desire a restricted confrontation with this group but Russia want definitely to vanish ISIS, so there will be a different interests. Maybe Russia and America reach a common point and if so, it is probable to somewhat negotiate about the future of regional interests. In my point of view one of Russia’s interests is to return power scene since America has been great power in the region before.      

Salahadin, Kurdistan Region of Iraq, (Krp.org)- President Masoud Barzani received an Iraqi ministry of Defense delegation headed by Mr. Khaled al-Obaidi, the Minister of Defense. The meeting was initiated by the Minister offering his congratulations on the Peshmerga forces' victory in the Sinjar operation last week which resulted in the liberation of the twon of Sinjar. The minister sated that the Sinjar operation was indeed a crucial turning point in the collective war against the terrorists of the Islamic State.

President Barzani and Minister al-Obaidi spoke of the current state of the ongoing and upcoming operations against the terrorists of the Islamic State. They stressed on the importance of solidifying the coordination between the Peshmerga forces and other parts of the Iraqi military system in order to further expedite the liberation of other Iraqi locales which are still in the hands of the terrorists.

About this Dabbagh says: now the matter is not the non- or extinction of Masoud Barezani’s presidency period, but is the compilation and regulation of governing rules over the selection of the head of the Region and his authorities. The concern of head of Region and its extinction is a big problem in the Region; the leaders of the parties are looking for a solution for this problem, since this matter cannot be solved through statute and parliament.

All hope that the last message of the President desiring all leaders to get together to solve the problem before August 20, (the date of Masoud Barezani’s presidency period end) wrap up. About the claim that Kurds have not any personification as qualified as Barzani to substitute him, he turned it down and say: we have enough men for the post of presidency; Mr. Barezani has very high position, whether to be a president or not he will be respected as Mr. Talibani which despite of his illness and having no authority but many interior and foreign authorities are commuting his home.

Barezani’s being or not being is not the matter, but is to define and compile the ruling mechanism of the presidency election and the range of its authorities. Now, the problem is that political system should be either chairmanship or parliamentary, these concerns have to be solved. Democrat party insists that Barezani reinstate in its position. It is true, he is a strong option for being the head of the Region but the statute does not allow this anymore.This also happened in Iran at the time of Hashemi presidency period.After being the president of Iran for two rounds, men were seeking to extend his presidency but the leader of Iran, Ayatollah Khamenei, ordered to obey the statute and it is not possible to change the constitution for one, and all accepted.

Some say that Barzani indeed are looking for to lean back on the Iraq presidency’ chair after his chairmanship of the Region ends and to take this post which now is under his rival party, namely, patriotic union of Kurdistan and instead to give up the post of the Region presidency to them. Nazem Dabbagh said to Isna: if one day Mr. Barzani wants to be the president of Iraq, I don’t think none of the Kurdish parties is opponent, but this has not been put yet. In my opinion this is not possible for me to say no if I am asked to agree with Mr. Barezani’s presidency on Iraq.

The actions of Iraq Prime Minister, Coup or Reformations

About the actions of Haydar Al-Ebadi in the field of confronting corruption Dabbagh said: Ebadi has taken important steps, but how to perform them is the matter. This action should be appreciated, but here is the problem that the change in Iraq will not happen unilaterally and without agreement among all groups. The question is his action will wrap up to a useful reformation for Iraq or this action is a political competitive and or party action.

I feel that to perform this plan Al-Ebadi will face many problems. He added: When Al-Ebadi remove a minister or ministry he has to regard the portions of the elections based on the number of representative of political groups in the parliament, on the other hand, he has to give position to that groups somewhere else. This is why that we say the project of reformation should be accompanied with cooperation of all groups. If it occurs individually and if all groups cannot reach an agreement it will follow result worse than a coup in this current political condition of Iraq.

The Turkey’s Attack to P.K.K and the Region’s Role to Calm the Situations

Nazem Dabbagh says overt and closed attempts on the behalf the authorities of the region are ongoing until the new wave of violations between Ankara and P.K.K subsides. He added: as of a yet Turkey has attacked P.K.K more than 25 rounds. The Region authorities’ attempts to solve the problems between Turkey and Kurds refers to Turgut Ouzal, the eighth president of Turkey (1993-1989), which started through good offices of Jalal Talibani and Maoud Barzani; it led to good accomplishments those days.

Raymond Adorno, the head of command headquarters of land forces of America army has recently said that the Disintegration of Iraq is the only solution to end the crisis in this country. The reporter of Jame Jam Press, relating this, had an interview with Mr. Dabbagh the representative of KRG in Iran of which as followed:

General Raymond Adorno, the head of command headquarter of land forces of America Army has announced disintegration is the only solution to accomplish the rapprochement between Shia and Sunni. Why has this put again now?

It is long time that the disintegration of Iraq has been being put in Medias, but I think it should be done by people and organizations’ satisfaction. To do so, Kurds, Arabians, Shia and Sunni have to make a decision that nobody has the right to give any ideas about this from out of the country. America thinks if Iraq get disintegration, the people of each part can fight better with ISIS and combat this terrorist groups, however, the disintegration of Iraq and the security concerns of the region relate to just Iraqis.  

Can we say that America seek to disintegration of Iraq?

I can’t say with bluntness that America are looking for disintegration of Iraq, but after World War I and the fall of Ottoman government, the region got separated. In fact America is seeking to preserve its benefits, and go to everywhere that it has benefited.

Do Saudi Arabia, Turkey and Zionist Regime seek to disintegration of Iraq to penetrate this country and they want no strong central government to present?

I cannot say that Turkey and Arabia are looking for disintegration of Iraq, but is Zionist region to supply its benefits followed the disintegration of Arabian regions and the Middle East. In my opinion if central government is their ideal, they will not have any problem; since they want Sunni to overcome Iraq as at Saddam Hussein time, but when they see that Kurds share the destination of Iraq this is tough for them.

Has the betrayal of some inner groups to take ISIS not been an artificial work to make Iraq disintegrated?

The betrayal of this people causing ISIS to overcome the region and Kurdistan, was the betrayal against humanity and Islam, and I dare to say that Kurds has performed better to fight against ISIS.

What is the phase of ISIS position and of fighting it?

Sunni has cooperated ISIS to a high extent, and this has caused that fighting against this group has got more difficult. Of course the position of ISIS in the regions of Kurdistan is not good, for %95 of the regions occupied by this terrorist group has been freed. ISIS present more in Falluja and Al-Anbar the Army of America and Iraq has not been able to have an outcome in these regions yet; however the second stage of freeing Al-Anbar has started.

Why do Iraqis opposite to corruption in their country?

Nobody dares to be opponent to reformation and fighting against corruption in Iraq; of course this is a fact that these attempts are made to act to decrease the authorities of one side and one’s domination on others. Many interpret these attempts as coup, but I personally support reformations.

What can government do about this?

If government has a complete cooperation with political groups in Iraq, it can fight against corruption. This matter is not limited to fire just few authorities or remove the deputies of the President but the government has to monitor the ministries more which are given great budgets, like electricity, commercial, health ministry and municipal which have to offer more services to people.  

Through a statement issued by the spokesperson of the Kurdistan Region Presidency, the KRP welcomes the new attempts at reform in the institutions of the Iraqi government.

The statement also added that the Kurdistan Region will continue to support such efforts by the Council of Ministers in Baghdad provided that the efforts are mindful of the participation of the Kurdistan Region. The statement concluded by stating that the decisions regarding the reform process ought to be within the framework of the Constitution.

Erbil, Kurdistan Region, Iraq (cabinet.gov.krd) - Kurdistan Region Prime Minister, Nechirvan Barzani, yesterday received United Nations Special Representative for Iraq, Ján Kubiš and his accompanying delegation.

In the meeting, which was also attended by Quad Talabani, Kurdistan Region Deputy Prime Minister, Mr. Kubiš expressed his satisfaction for the level of cooperation and coordination between the Kurdistan Regional Government institutions and United Nations agencies, and thanked the KRG for the assistance it has so far offered to refugees and internally displaced persons who fled violent repression of the Islamic State terrorist organisation and took refuge in the Kurdistan Region.

Mr. Kubiš also stressed that the United Nations supports KRG's efforts in settling its differences with Baghdad through dialogue, pointing out that they are willing to help the Kurdistan Region in this regard. He reiterated the need for all the parties to commit to the agreement reached between the two sides.

Prime Minister Barzani briefed the UN envoy about the latest developments in the relations between the KRG and Federal Government of Iraq, pointing out that the differences between the two sides, which have been going on since last year, have still not been addressed. Hence the Kurdistan Regional Government has been forced to take other measures to address its own urgent problems, particularly financial ones, occurred as the result of non-abidance of Baghdad by its agreement with the Erbil.

Meantime, Prime Minister Barzani reiterated that the KRG supports dialogue and talks with Baghdad in order to come up with appropriate solutions in the interest of the two sides. He commended the role played by the United Nations in this regard.

When Saddam ruling Iraq Ba’athists were on power. There were thoughts of Ba’ath party growing and in Syria also Salafist and Takfirist got united as a special organization; those thoughts of Ba’ath dominated this unity and caused a singularity between terrorists and Syria and called themselves “Islamic State of Iraq and Sham”, namely, ISIS. The representative of Kurdistan Regional Government of Iraq, describing the reasons and roots of the formation of ISIS terrorists group, considered the coalition against terrorists as a pretext to reenter Iraq. He believes that the USA has experienced three strategies to enter Iraq: the first experience was Persian Gulf War against Saddam, the second was getting out the Nuri Al-Maliki from Iraq and the third was to attack ISIS.

Nazem Omar Dabbagh the representative of KRG of Iraq in Iran in talk with ILNA News Agency reporter, about the hidden goals of ISIS to appear said: ISIS is not something to emerge suddenly but there were factors to support ISIS and there was an atmosphere in which it could grow. In Syria and Iraq this appropriate atmosphere was prepared. Emphasizing that in the history such concerns are obviously mentioned he added as Justice and Development party coming to power in Turkey, it has formed especial closeness between this country with Qatar and Saudi Arabia.

Relating bombing ISIS positions by America he said ILNA: it is benefit to America to use air raid rather than disembarking his forces to reduce expenditures since in his view. America public reflections cannot accept their soldiers to be killed in Iraq.

Dabbagh shortened Turkey’s policy change in two cases. The first is to take advantage by letting medicines and altruism aids pass from his country and the second was that through being a member of NATO and accepting some commitments and being asked by the members to make his role against ISIS clear he had to change his policy. In addition he believes that some countries allied with America in fight against ISIS also support this group have vague role. Stating that the coalition and allying to uproot ISIS in the region have to be serious Dabbagh said: to vanish ISIS in the region this group must be destroyed to the core like to cut the financial and human resources and stop supporting it.

Dr. Zarif’s travel to Baghdad, Najaf and Kurdistan region of Iraq was for making continuation of the Iran and Iraq strategic relations. It is not the first time that the foreign minister has travelled to Iraq; but before the former foreign minister and vice-president of the Iran has travelled to the region and visited the authorities of KR.

Naturally I.R.Iran considers Iraq and KR as important allies having brotherly and friendly continuing. This is interpreted as an historical accompaniment according to common benefits and security. Iran accompanied more than ever at the time of tough fighting of Iraqi different groups against the current dictator and Ba’ath party and did not begrudge any attempt to help Shia, Sunni and Kurds.

Today that the danger of Takfiri and ISIS terrorist groups is felt more than before and the security of the region territorial integrity of some countries are aimed I.R of Iran’s help has increased and turned out to military aids. In this new situation that Kurdish pishmerga forces along with the Army and other Iraqi groups are fighting terrorists the type of communication matters double as much. In the yesterday common meeting of Mr. Barzani and Dr. Zarif, the president of the region emphasized that Iran has been one of those initial countries rushed to help the region in sensible conditions of the battle with ISIS and appreciated I.R of Iran due to the aids of this important country of the region in a special letter on the behalf of the president. The common historical and tribal benefits and ties between Iran and Kurdistan region of Iraq undoubtedly affect and will affect on the strength of present and following relations.

The point that should remembered here is that I insisted in my talks with Iranian and foreign Medias undoubtedly KRG knows itself to be commitment to sustain the territorial integrity and national security of Iraq therefore this is bilateral relation and it is expected that all official authorities and powers with focus on the constitutes get to be obedient to comprehensive collaboration of the region in different processes. The foreign minister of Iran also approved Iran’s support from the being carried out of the agreements between central government and KRG of Iraq yesterday.

Today that in national level changes have occurred among authorities it is expected by all groups that national management thought of Iraq will change. After Saddam’s fall Ayad Alavi, Ibrahim Jafari, Nuri Maliki and now Haydar AL-Ebadi have taken over the responsibility of the prime ministry thus going and coming in responsibilities is a natural work. Whatsoever upon this matter is important is the correction of wrong policies of political actors and strengthen the weaknesses. It has repeatedly been emphasized by experts that the emergence of the phenomena of ISIS Takfiri terrorism results from some discriminations and insularity to apply all national forces aside from tribe, race and religion in administrative responsibilities.

This matter even has caused some respected and honor moves of Shia have dissatisfied with the way of last government and other groups cooperation. Now we expect with new collaborations new thought will lead to conduct the constitution focusing on national unity and to from a comprehensive and organized government to prevent terrorism from rooting. Recently the meetings of Kurdistan representatives with Shia and the prime minister personally coalition has been held and we are optimistic to Iraq’s future. The constructive and effective role of Iran to make cohesion all Iraq’s groups undoubtedly lead to accelerate the reconstructive process of Iraq.
