President Nechirvan Barzani: Iraq, including the Kurdistan Region, faces great challenges and opportunities

President Nechirvan Barzani participated at the annual forum of the American University of Iraq-Sulaimani today. During the forum, which was attended by a large number of dignitaries, including Iraq’s Prime Minister Mr. Mohammed Shia’ Al-Sudani, political figures, academics, researchers and journalists, the President delivered a speech on the situation in Iraq and the Kurdistan Region, and the challenges and opportunities facing the country. The President stressed the importance of working together and consolidating unity. The following is a readout of his speech:

Ladies and Gentlemen,
Your Excellency, the Prime Minister of Iraq,
Your Excellency, the President of the Iraqi Supreme Judicial Council,
Good morning,

I welcome you all. Thank you dear Dr. Barham Salih and the Presidency of the American University of Iraq-Sulaimani to continue holding this annual Sulaimani Forum.

On the anniversary of the criminal chemical attack on Halabja, I pay tribute to the souls of the martyrs. We will always remember and honor the sacrifices of the people of Halabja. For years we have worked hard to make Halabja a province, to compensate and serve its people.

On behalf of the people of Halabja and the entire Kurdistan Region, I would like to thank Mr. Mohammed Shia Al-Sudani, the Prime Minister of the Federal Republic of Iraq, who worked faithfully to complete the procedures. I would also like to thank all those who have worked in the Kurdistan Region and Iraq to make Halabja the 19th province of Iraq.

I call on the federal government to allocate a special budget for the reconstruction of Halabja and compensation to the families of the victims and the injured. The efforts of the Federal Government and the Prime Minister to support Halabja and reimburse the victims are constitutional steps and are supported by court decisions against the criminals of the former Iraqi regime. This is a completely constitutional and legal issue to do for the people of Halabja.

Dear friends,
We in the Kurdistan Region fully support the government and the steps taken by Mr. Prime Minister of the Federal Government of Iraq. Since taking office, based on the agreement of the coalition to form a government as a roadmap, the Prime Minister has tried to create political stability, and attached importance to all regions and communities of Iraq, and implemented the agreements and the laws.

The agreement reached within the framework of the budget bill, for the whole of Iraq, including the Kurdistan Region, is good and commendable for the Iraqi Federal Government and the Kurdistan Regional Government. We expect this trend to continue and the oil and gas law to be passed in the same spirit of cooperation between the two sides.

Dear participants,
20 years have passed since the Iraqi liberation process. This meeting is a good opportunity for an important assessment that will be useful for the future. However, it is very important that evaluation avoids blaming each other for the failures. Because this is not a useful method and we all share in the failures and in the successes together.

The past 20 years, despite all its setbacks, was different from the era under the dictatorship. At least the Iraqi people made use of its freedom to demonstrate their vitality in the region during the past two decades. The Iraqi opposition was successful, at the London and Salahaddin congresses and the establishment of the Iraqi Governing Council and the drafting of the constitution. But then, the deviations and mistakes gradually began to become a major crisis, due to the lack of fundamental dialogue among the parties and the failure to implement the constitution.

The Iraqis’ objective of creating a democratic, pluralistic, civilized and stable Iraq was derailed by great failures. Therefore, the participation of the people in the democratic process has decreased significantly, which has a very dangerous impact on the future of the democratic process, especially since Iraq in the past lost millions of people and billions of dollars due to dictatorship.

Civil society and the civil rights of the people and women in particular were severely damaged. This has once again created a major obstacle to social progress and a modern life in Iraq. This has severely damaged Iraqis’ ability to take initiative and innovate.

I assure you that if civil rights had been guaranteed to the Iraqi people as expected in the constitution, we would have a much more innovative and prosperous society in Iraq.

The proliferation of decision-making centers, the use of state weapons in internal political conflicts, and undermining the Iraqi communities’ belief in equality, participation in decision-making and governance of the country have caused great damage to the political process and institutions.

Those who rewrote the constitution belonged to different faiths, nationalities and communities in Iraq. Not all of everyone’s demands were written in the constitution, but they all believed that they had written a good constitution that could make Iraq the country of all and make it a federal, democratic and developed Iraq.

Unfortunately, the constitution has not been implemented. In 2017, an expert committee identified 57 constitutional articles related to the federal system and the rights of the Kurdistan Region that have not been implemented! As a result, the people of the Kurdistan Region do not feel that the federal system has been implemented. If federalism had been implemented according to the constitution, the people of the Kurdistan Region and the whole of Iraq would now feel equality and true partnership.

Many people accuse the Kurdistan Region of not implementing the constitution! After 20 years, we cannot say that we are infallible. We have all made mistakes in Iraq, but we must learn from the mistakes of the past. President Massoud Barzani and the late President Jalal Talabani made great efforts to implement the constitution.

President Barzani has repeatedly warned that the constitution has been violated and that this will destroy Iraq. The leadership of Kurdistan Region felt a great responsibility to implement the constitution, as a loyalty to all Iraqi communities. We are ready to do anything to correct the constitution. After 20 years, we must all take shared responsibility and find a middle ground that is collectively beneficial to everyone.

Ladies and gentlemen.
By 2050, climate change will force 1.2 billion people to flee their homes. Unfortunately, according to the World Bank and the United Nations, Iraq is one of the five countries most affected.

This is a very serious and vital issue. We must have a lot of dialogue to find a solution. We must have many discussions with the countries of the region, especially Turkey and Iran, to reduce the damage caused by these changes and water shortages on Iraq. The conference held in Basra last week and the support of the United Nations and friendly countries in Iraq’s programs and steps are a source of hope and joy.

Another threat in Iraq is its dependence on oil as its main source of income. Due to climate change, rapid efforts to change energy sources and lifestyles in the world, the lives of Iraqis will be under great threat in the future. Especially as the population is growing and the employment portion of the budget is increasing, the government’s task is very difficult.

Iraq needs a strategic plan and many different projects. It must spend large sums of money on strategic projects to keep the country safe to live in. However, spending wage income, which is largely spent on supplies, increases the risk.

Dear Attendees,
Iraq has great human and natural resources. It can be used in the best way to become one of the developed countries and take its rightful place in the region and the world. It will become a prominent contributor to consolidating peace and stability and become a significant center in the region.

For such an Iraq, Iraqis of all communities must work together and take shared responsibility. A unified Iraqi national objective and agenda that protects the highest interests of the country, brings everyone together.

All communities, regardless of nationality, religion or sect, must feel that Iraq is their country. We must all work together to make the Iraqi agenda succeed in Iraq. The will, decision and sovereignty of Iraq and Iraqis must be protected.

In the current political, security and economic situation in the region and the world, Iraq, including the Kurdistan Region, is facing great challenges and opportunities. Now is the time for an open and courageous dialogue. It is time for all of us in Iraq to look at the future together with a common vision.

By working together, in solidarity and unity, in cooperation and shared responsibility, we can overcome all difficulties and challenges. Let us take advantage of the opportunities for the present and build a better future, a stronger and more developed country.

In the Kurdistan Region, we must resolve conflicts in the spirit of unity and solidarity. In this regard, the efforts and steps of the political parties to remove the obstacles to the elections are encouraging.

We in the Kurdistan Region Presidency will continue our work and efforts to overcome the problems and conflicts. We will work together to set the date of the elections and the process to be held on time.

President Nechirvan Barzani and Prime Minister Al-Sudani discuss developments in Iraq

President Nechirvan Barzani received Iraq’s Prime Minister Mr. Mohammed Shia Al-Sudani and his accompanying delegation this evening.

The two leaders discussed the latest developments in the ongoing talks between Erbil and Baghdad, and exchanged views on the current situation in Iraq, highlighting the existing challenges facing the country.

President Nechirvan Barzani thanked Prime Minister Al-Sudani for completing the procedures for the provincialization of Halabja, and finalizing the Iraqi budget bill for the next three fiscal years to be voted on later in the parliament.

The President also voiced full support for Prime Minister Al-Sudani and the Iraqi Federal Government and called the accomplishments of the Prime Minister with regards to the government’s agenda positive and promising.

For his part, Prime Minister Al-Sudani praised the role of President Nechirvan Barzani in bringing the parties together, commended his relations with the political factions, parties and communities in Iraq, and valued his efforts and steps towards unity and consensus.

Mr. Al-Sudani stressed that the stability, security and progress of Iraq, including the Kurdistan Region, are intertwined, and considered the decision to grant governorate status to Halabja a small service compared to the crimes committed against the city.

The two sides also agreed on the importance of solidarity and unity among Iraqi forces and communities to maintain political stability in the country and to resolve the issues between Erbil and Baghdad on the basis of the constitution, stressing the importance of the private sector.

The meeting also discussed the relations between Iraq and the Kurdistan Region with the neighboring countries and the latest developments in the wider region.

After the meeting, President Nechirvan Barzani and Prime Minister Al-Sudani held a joint meeting with the leaders of political forces and parties and representatives of religious and ethnic communities in the Kurdistan Region, where they exchanged views on the current situation in Iraq and the Kurdistan Region.

President Nechirvan Barzani receives a letter from the US Secretary of State Blinken

Erbil, Kurdistan Region, March 14, 2023

President Nechirvan Barzani received a letter from the US Secretary of State Mr. Antony Blinken. In his letter, Mr. Blinken expresses delight over his discussions with President Nechirvan Barzani on the sidelines of the Munich Security Conference last February. Secretary Blinken says that the discussions in Munich were an opportunity to underscore the need to completely resolve the outstanding issues between Erbil and Baghdad through dialogue and understanding.

Also in the letter, the US Secretary of State reiterates the United States commitment to strong cooperation and partnership with the federal Republic of Iraq and the Kurdistan Region, and expresses his country’s continued solid support for Iraq’s stability, security and sovereignty.

President Nechirvan Barzani’s statement on the 53rd Anniversary of the March 11 Agreement

Kurdistan Region President Nechirvan Barzani issued a statement on the anniversary of the March 11, 1970 Agreement, a historic declaration of autonomy for the Kurdistan Region within Iraq.

Below is the full statement:

Today, we celebrate the 53rd anniversary of the March 11, 1970 Agreement of the September Revolution led by the late Mustafa Barzani, with the Iraqi government. We salute the souls of all martyrs and heroes of Kurdistan who took part in the great September Revolution.

The March 11 Agreement was a crucial victory and the most important official document that recognized some of the rights of the people of Kurdistan and conveyed their just cause to the world. It became the main basis of all the subsequent achievements of the people of Kurdistan, including the uprising, the establishment of the parliament, government and federalism.

The March 11 agreement was an exemplary solution that could have led Iraq and its people to a brighter future; it could have helped Iraq to become one of the most developed countries in the entire region and the world. But the withdrawal of the Iraqi authorities from the agreement and resorting to the logic of power instead of the power of logic, brought nothing more to Iraq than war, suffering, regression and waste of the wealth of the nation. Iraq continues to pay the price for that mistake up to the present time.

On this occasion, I call on all Iraqi and Kurdistani groups and parties to learn from this history and from the mistakes of the past; and to use Iraq’s material and human resources for the development of the country and the welfare of its citizens. Let us work together to protect the rights of all Iraqi communities, to safeguard the federal system, sovereignty, peace and stability of the country. Let us all work together to build a prosperous, and strong country and a better future through mutual acceptance, tolerance, coexistence, unity and solidarity.

We salute the memory of the March 11, 1970 Agreement.

President Nechirvan Barzani meets with President Mohammed bin Zayed Al Nahyan

Erbil, Kurdistan Region, March 9, 2023

President Nechirvan Barzani arrived in Abu Dhabi on Thursday evening at the official invitation of UAE President Sheikh Mohammed bin Zayed Al Nahyan.

In a friendly meeting, the two leaders discussed the relations of Iraq and especially the Kurdistan Region with the UAE, the situation in Iraq and the Kurdistan Region, Erbil-Baghdad relations, areas of joint cooperation and also the developments in the wider region.

Both sides emphasized the strengthening of bilateral relations in all areas, and discussed investment opportunities for UAE private sector and expanding trade exchanges of the UAE with Iraq and the Kurdistan Region.

Regarding the talks between the Kurdistan Regional Government and the Iraqi Federal Government, both sides agreed that the resolution of the Erbil-Baghdad issues will help establish political and economic stability in Iraq and will open up broader prospects for progress.

Both sides discussed the current challenges in the region and the world including climate change and measures to face its ramifications, the threat of terrorism and ways to confront it. Discussions also covered other issues including education, water and health.

The two sides exchanged views on the latest developments in the region and stressed the importance of strengthening cooperation among all parties to maintain peace and stability and to resolve conflicts.

The meeting also discussed the relations between Iraq and the Kurdistan Region with neighboring countries and other issues of common interest.

President Nechirvan Barzani receives the President of the Supreme Judicial Council of Iraq

Erbil, Kurdistan Region, March 8, 2023

President Nechirvan Barzani received Mr. Faiq Zedan, the President of the Iraqi Supreme Judicial Council in Erbil today.

The meeting discussed the importance of the judiciary and the courts for the country and it’s stability. The two sides agreed on the significance of implementing the program of the federal government which was agreed upon by all parties and communities.

For his part, President Nechirvan Barzani thanked the President of the Judicial Council for their role and duty in working together to ensure the rule of law and to serve all Iraqi citizens and communities.

Mr. Zedan thanked President Nechirvan Barzani for his efforts to consolidate tolerance and deepen the spirit of unity in Iraq.

President Nechirvan Barzani meets with a delegation from the European Union

Erbil, Kurdistan Region, March 8, 2023

President Nechirvan Barzani received a delegation of the European Parliament led by Ms. Sara Skyttedal.

In the meeting, the two sides discussed the development of cooperation between the EU Parliament and the Kurdistan Regional Parliament, and exchanged views on the bilateral relations between the European Union and the Kurdistan Region.

The delegation expressed their appreciation for the role of the Peshmerga in defeating ISIS and consolidating peace, stability and progress in the Kurdistan Region. The delegation underlined that the stability of the Kurdistan Region and Iraq is important for the stability of the wider region and the European Union. They also stressed the importance of preserving Iraq’s security and sovereignty from threats.

For his part, President Nechirvan Barzani thanked the European Union for its support to Iraq and the Kurdistan Region and emphasized the Kurdistan Region’s readiness to further promote relations with the European Union, and to have the opportunity to benefit from the expertise of the EU countries.

The meeting also discussed the latest developments in the wider region and other issues of common interest.

President Nechirvan Barzani receives the Director-General of UNESCO

Erbil, Kurdistan Region, March 8, 2023

President Nechirvan Barzani met with Ms. Audrey Azoulay the Director-General of UNESCO, The United Nations Educational, Scientific and Cultural Organization, in Erbil on Wednesday. They discussed UNESCO’s activities in the Kurdistan Region and Iraq and highlighted the places in the Kurdistan Region that host historical and ancient monuments.

The project to repair the old Erbil Citadel was also discussed at the meeting, in which Ms. Azoulay pointed out the status of the project and expressed her appreciation to the relevant parties in the Kurdistan Region for their assistance and coordination.

For his part, the President praised the work and activities of UNESCO in Iraq and the Kurdistan Region and reaffirmed the support of the relevant parties in the Kurdistan Region for their projects.

President Nechirvan Barzani meets with Foreign Minister of Germany

Erbil, Kurdistan Region, March 8, 2023

President Nechirvan Barzani received Germany’s Minister of Foreign Affairs, Ms. Annalena Baerbock in Erbil on Wednesday.

In the meeting, the President expressed gratitude for Germany’s military, humanitarian and political assistance to Iraq and the Kurdistan Region, stressing that terrorism continues to pose a real threat to the country, and underlining the importance of the continued support from Germany and the international community to Iraq and the Kurdistan Region.

For her part, Ms. Baerbock emphasized that Germany attaches great importance to its relations with Iraq and the Kurdistan Region and the political and economic peace and stability in the country. She stressed the significance of implementing the agreement between the Kurdistan Regional Government and the Iraqi Federal Government on the status of Sinjar, which will lead to the return of refugees and the reconstruction of the region.

Discussions also highlighted the ongoing talks between Erbil and Baghdad. President Nechirvan Barzani pointed to a positive atmosphere between the two sides to resolve the existing issues, and also pointed to the strong coordination between Iraqi army and the Peshmerga in the fight against ISIS.

The meeting also discussed the relations between Iraq and the Kurdistan Region with neighboring countries, the situation of the refugees in the Kurdistan Region, the status of Sinjar district. The President thanked Germany for its support and assistance to the Yezidis and for the German Parliament’s recognition of the genocide against them.

President Nechirvan Barzani: Shared interests and values bring the US and the Kurdistan Region together

Shortly after their meeting, President Nechirvan Barzani and US Secretary of Defense General Lloyd Austin, held a press conference about the contents of their discussions. The following is a readout of their joint press conference.

President Nechirvan Barzani:

“Good afternoon,

“I am very pleased to welcome here today Mr. Lloyd Austin, US Secretary of Defense, a longtime friend of the people of Kurdistan and Iraq. His visit is an important and clear message of US support for the Kurdistan Region and Iraq.

“We had a good meeting. We discussed the bilateral relations between the two sides on the basis of the agreement between Iraq and the United States, and we emphasized the need for continued support of the United States and the international allies to Iraq and the Kurdistan Region in the fight against terrorism. We also discussed the importance of cooperation between the Peshmerga and the Iraqi army to fight ISIS.

“We stressed the importance of continued support from the United States and the friendly countries to the reform process in the Ministry of Peshmerga and the reorganization of the Peshmerga. We assured them that we insist on reorganizing the Peshmerga and overcoming the obstacles. We will also continue our efforts to bring together, and to resolve the internal problems of the Kurdistan Region.

“We agreed that the resolution of Erbil-Baghdad issues will bring political, security and economic stability to Iraq. We agreed on the importance of supporting the Iraqi Federal Government and working together in the region to maintain stability. We also reiterated that the Kurdistan Region will always be a factor of peace and stability.

“Mr. Secretary,

“Welcome to Erbil again; we thank you for your special role in helping the Peshmerga. We thank the United States for its continued support to Iraq and the Kurdistan Region. Shared interests and values bring us together with the United States. Together we can maintain peace and stability in Iraq and preserve our common interests.

“Thank you very much for coming, have a nice day.”

US Secretary of Defense General Lloyd Austin:

“Mr. President, it’s been great to see you today. And it’s great to be back in Erbil. For decades, we have worked shoulder to shoulder, including through some very difficult times… from Operation Provide Comfort to
our ongoing and shared fight against Daesh. Working together, the United States and Iraq, including the Iraqi Kurdistan Region, have taken great strides to restore Iraqi sovereignty.

“Through the Global Coalition to Defeat Daesh, we have liberated more than 50,000 square kilometers from the nightmare of Daesh… and freed more than 4.5 million Iraqis. So let me applaud the invaluable contributions to this fight made by the Kurdish Peshmerga, as part of Iraq’s Security Forces. Now, I should underscore that U.S. forces are ready to remain in Iraq—at the invitation of the Government of Iraq—to support the Iraqi-led fight against Daesh. And we’re glad to be able to support your forces and defend the Iraqi people.

“I also want to express my support for the Memorandum of Understanding that the Department of Defense signed last year with your Ministry of Peshmerga. That memorandum affirms our readiness to continue providing security assistance to your forces while we work together on institutional reforms. Daesh continues to threaten the lives and livelihoods of Iraq’s citizens. So our continued cooperation is essential. And so is the Kurdish Peshmerga’s coordination with the Iraqi Security Forces, including on Joint Brigades. Unfortunately, Daesh is not the only threat that this region faces. The United States condemns the repeated cross-border attacks from Iran. These attacks violate Iraqi sovereignty, put Iraqi lives in danger, and hold the Iraqi people back.

“The United States will continue to stand with the people of Iraq. For the country of Iraq to realize its full potential, Erbil and Baghdad must work together for the good of all Iraqis. And Kurdish leaders must put aside their divisions and come together to build a secure and prosperous Iraqi Kurdistan region. Mr. President, thanks again to you and your team for having me. And thanks for such a good discussion today. We look forward to strengthening our partnership even further.”
