On 12/08/2014, Dr. Yusif Mohammed Sadiq president of Kurdistan Parliament, Received Mr. Aram Sheikh Mohammed, the Vice-President of the Iraqi Representatives Council as  the head of a delegation and  Kurdish parliamentary blocs from Iraqi Representatives Council, who visited the Kurdistan Parliament to discuss joint cooperation between the two sides, also Fakhr Qdeer Arif, secretary of the Kurdistan Parliament ,and heads of parliamentary blocs in the regional parliament,  were attended the meeting to discuss the current political situation in Iraq and the recent developments in the political process.

At the meeting, the Vice President of Iraqi Representatives Council gave a brief summary of parliamentary work at the House of Representatives and cooperation between Kurdish blocs , the spirit of cooperation show kurdish as one group among members of the Iraqi Council of Representatives, and how they support the President of Iraqi Federal Republic of Iraq to mandate a new candidate for the presidency of the new Iraqi government in Baghdad, describing the move as good and necessary for the country out of the current political crisis.For his part, Dr. Yousef Mohammad Sadiq emphasized at cooperation between the Parliament of kurdistan and the Iraqi Council of Representatives.

In another aspect of the meeting, the two sides affirmed on cooperation between the Council of Representatives of Iraq and the Kurdistan Parliament to help the displaced areas that are exposed from terrorism, as the two sides decided to set up a joint parliamentary committee of Kurdistan  Parliament and the Iraqi Council of Representatives includes eight parliamentary heads blocs within the regional parliament and Iraqi Council of Representatives to prepare a protocols and bilateral cooperation to build the necessary relationships between the two sides.

On 8/42014 Dr. Yusif Muhammad Sadiq, Kurdistan parliament president, received a delegation of Japan parliament. The delegation expressed their pleasure for visiting Kurdistan, and they hoped to have stronger relationship with the Kurdistan region in general and Kurdistan parliament in particular. 

After welcoming the delegation, the president of Kurdistan parliament explained the present situation of Kurdistan and Iraq and the threats of ISIS in the region. The president asserted,” ISIS’s threats will be expanded to the other countries in the region if Peshmarga forces are not supported to fight against terrorist groups”. He also wanted the international society and Japan to assist Kurdish Yazidis, who have been homeless because of ISIS attacks and assaults.
On their part, the delegation confirmed that the threats of terrorist groups in the region are serious and also insisted on making a strong relationship and cooperation between Kurdistan region and Japan.

On 9th August 2014, Yusuf Mohammed Sadiq the president of the Kurdistan Parliament met with representatives of international missions and consulates in Arbil, they discussed the political situation in Kurdistan and Iraq, with the deterioration of the security situation in the Kurdish areas outside the region and the war waged by the Peshmerga forces against terrorism, which led to the displacement of large numbers of the citizens of Kurdistan.

During the meeting, the president of the Kurdistan Parliament showed serious attempts with the United Nations and humanitarian organizations to accelerate the delivery of humanitarian aid to the displaced people at the areas that are exposed to attacks by armed groups, particularly the displaced Kurds, Yazidis, because their lives are in danger by terrorists in those areas, stressing that this war against the Kurdistan Region does not pose a threat to the region alone, but it constitutes a real threat to the region and the security and world peace because ISIS are a new model of terrorism and violence and terrorist has no certain limits to stand him, the international community must help us in our fight against terrorism, for this regard, We thank the United States, Britain and other countries that have shown a willingness to support us in the war against terrorism.

About the relations between the Kurdistan Region and Iraq, he said that there is cooperation in several areas

For their part, the representatives of international missions and consulates in Kurdistan introduced a number of suggestions and observations about the current situation in the region, pointing to the security and peace experienced by the province and they are performing their duties everyday on a regular basis and watching the situation closely and support the region in its war against terrorism, and at the end of the meeting Dr. Yusuf Mohammed Sadiq the president  of Kurdistan Parliament held a press conference explained the main points that were discussed during the meeting.

On 8/8/2014 Dr. Yusif Muhammad Sadiq, Kurdistan parliament president, received UN representative in Erbil. Dr. Yusif explained the current events in Kurdistan; especially the war between Kurdish forces and the terrorist groups named ISIS, and also clarified the life condition of Izadis and Christians in Musil, Shangal, and Shekhan.

Regarding the Christian and Yazidi families who were forced to leave their living places, Dr. Yusif said, “I want UN to support those families as soon as possible because they live in a very difficult situation”. He added,” Terror is a serious threat not only for Kurdistan but for all the countries in the region; it has an international dimension now and is really dangerous for international community. For this reason international community should cooperate with Kurdish Peshmarga in order to beat terrorists.

Showing his pleasure for the meeting and the information given by Kurdistan parliament president, Sokol Kondi, the representative of UN in Erbil said, “We as UN in the Kurdistan region never ignore the current events in Kurdistan and do our best to give necessary assistance to the refugees”.

Erbil, Kurdistan (KRG.org) – Prime Minister Nechirvan Barzani yesterday conducted a lengthy meeting with the Kurdistan Parliament regarding natural resources policy and budgetary matters.

Kurdistan Parliament Speaker Dr. Yousif Mohammed, heads of the parliament’s political blocs, the Oil & Gas Committee, and the Legal Affairs Committee all participated in the session. The Prime Minister, Minister of Natural Resources Dr. Ashti Hawrami, and KRG Council of Ministers Legal Advisor Dr. Amanj Raheem answered questions from Members of Parliament and discussed oil export and the road forward.

An excerpt of the Prime Minister’s address is below, as well as his response to two questions from Members of Parliament.

Prime Minister’s address

“The issue of energy is highly important to us. It has no relations to party politics, nor is it a personal matter. It is related to the Kurdistan Region in general and in reality it is quite a sensitive issue and it is essential that the Parliament, in its role as the legislative institution, be fully informed on the details of this issue. Our policy has been created within the framework of the laws that have been established by the Kurdistan Parliament and hence the parliament should be privy to all the details related to this issue.

“The big question is: ‘who will control the oil’? Counterparts in Baghdad did not identify ‘right’ or ‘wrong’ KRG actions – they just wanted to control the issue completely. We do not view this issue as a path towards Kurdistan’s independence, but rather as the expression of our constitutional rights. These rights are the constitutional principles upon which we agreed when we returned to Iraq in 2003 and 2004, and they have to be implemented in Iraq.

“If Baghdad today agreed with us upon the issue of oil revenue sharing, one of Iraq’s most important laws, it would lead to the resolution of a number of obstacles related to this issue. However if I speak frankly, Iraq’s federal government increases the sovereign expenditures year after year without the Kurdistan Region’s knowledge, and this is reduced from Kurdistan’s share of the Iraqi budget.

“At a time when Baghdad regularly increases its sovereign expenditure, the burden placed upon the KRG increases and citizens’ expectations of the government, in terms of services, are considerable. This is the right of citizens, and they are fully entitled to these demands. In addition, we have a large number of civil servants on the government payroll in Kurdistan. For your information, 850 billion Iraqi dinars per month are spent on the salaries of civil servants. This is a very large figure and it needs to be addressed. It cannot continue in this way.

“In order to reach international standards…we need more than $US 31 billion to meet the demands for infrastructure in Kurdistan such as highways and roads, bridges, schools, hospitals and other essential needs.

“We are determined to carry out our constitutional rights and to ensure that we receive from Baghdad the full 17% of the Kurdistan Region’s share of the budget.

“In last week’s session we provided solid clarifications. And today we have come here because without doubt esteemed Members of the Kurdistan Parliament, as members of the legislative institution in Kurdistan, have many questions that they would like to see answered. The aims of Members of Parliament are to determine whether the KRG’s oil policy will be successful or not, as well as to understand the government’s future plans. This includes the manner in which the KRG plans on spending the revenue we receive.

“We want to address these questions openly and transparently in Parliament today so that we can reach a mutual consensus regarding the energy issue in Kurdistan. And just as Speaker of Parliament Dr. Yousif explained, we want energy to be a national issue and to resolve doubts about its transparency. We are ready to answer these questions in front of the Kurdistan Parliament, as it is our legislative institution, and so we are ready to attend any time to be questioned and to be held accountable.

“We fully believe that the achievements of the KRG are in the best interest of the Kurdistan Region, and are in accordance with the Iraqi Constitution. We are confident. But the task is not easy; in fact, is it quite difficult.

“The main requirement for the success of this process is a united stance among all of Kurdistan’s political parties on this issue.”

Responses to questions from Members of Parliament

In response to questions from Members of Parliament regarding the position of the United States, Prime Minister Barzani stated that the policy of the United States is and has been to support both Baghdad and Erbil in efforts to reach an agreement, as has been reiterated by American diplomats on every occasion. The KRG wished that, when considering the oil issue, the United States had pointed to Baghdad’s unilateral and unconstitutional decision to cut the Kurdistan Region’s share of the budget. The KRG resorted to exporting oil following Baghdad’s decision to cut the budget of the Region, an act that has affected the payment of salaries of civil servants. The KRG has been forced to pursue a solution because of this action.

In response to questions regarding the agreement between the Kurdistan Region and Turkey, the Prime Minister stated, “We should not view this issue as political. We have held meetings with our Turkish counterparts over a lengthy period of time, and it culminated in a protocol for long-term cooperation on energy issues and is subject to extension. The agreement was a result of a long series of meetings. We do not consider this to be a political move to divide Iraq. That is not the case.”

Erbil, Kurdistan Region, Iraq ‎(KRG.org) – Today members of the Kurdistan Parliament elected  Yousif Mohammed as the new Speaker of Parliament, Jafar Eminki as Deputy Speaker and Fakhraldin Qadir as Secretary.

 

After months of negotiation following the elections in September, several parties are expected to form a broad-based coalition government. Today's session was a continuation of the first parliamentary session, which opened in November, and brings the process of government formation a step closer.

 

The Speaker of Parliament, Mr Mohammed, is a member of the Gorran or Change movement and was elected by fellow MPs with 84 votes, while Mr Eminki, from the Kurdistan Democratic Party, was elected with 78 votes. Mr Qadir, of the Kurdistan Islamic Group (referred to as Komal), received 73 votes.

 

The parliament is an 111-seat chamber. KDP won 38 seats in the September elections, Gorran 24, the Patriotic Union of Kurdistan 18, the Kurdistan Islamic Union 10 and Komal 6. The remaining seats are taken by other parties and the minority Christians and Turkmen who have a quota of 11 seats.‎ The parliament also has a 30% quota of female MPs.
