In the response to the question he answered: the confirmation of 40% occupation of Kubani by ISIS is under doubt. But he stated that presently by Kubanian people resisting against ISIS it seems it will be difficult to occupy this city. Although they have been surrounded by three sides, by such these little weapons they have been able to confront ISIS, if they have proper equipment they can set them back from Kubani.
Concerning the role of Turkey he said: that turkey will permit not any help to be given to Kubani. Despite of written request of the president of Kurdistan region this country has only settled its tanks on borders and it has done nothing special more. Dabbagh said: to give any help from Kurdistan Region to the Kurds of Syria is so difficult for loss of land communication. He added: Turkey is expected as a democrat country, a member of NATO and an Islamic country and in accordance with the human right …take an action toward ISIS.
Dabbagh already said that the airstrike of the coalition affect a little. If accompanied with these attacks Kurds are supported it can be workable. He said he does not expect foreign forces to enter the region. About the claim saying if Kurds access the advanced weapons may cause another crisis he considered it just as a pretext. In his view these equipment is just used to defend people of Kurd. Kurds want according to the constitution of the country in which the live begin to work.

In the response to the first question he answered: the concern of Kubani is sensitive and the governments wanting ISIS to win should consider that if it happens so, it will cause insecurity in their countries. It is already experienced that when the security and intelligence agencies look for to create a crisis the outcome of it does aim themselves, since after the coalition formed the attacks of ISIS have got more. He alerted that the fall of Kubani will follow critical results. Thus the regional countries have to become alert and know that the terrorists just work for their benefit and cannot meet the countries’ needs supporting them.
Concerning the helps from Kurdistan Region of Iraq to Kubanian people, Dabbagh said: there are two concerns about this. One is the geography of Kubani which the only way to reach it is through Turkey borders but Turkey has shut the Kubani entrances, whereas, in letter the president of the KRG of Iraq has asked Turkey to give the permission to help Kubanian people.
Dabbagh considers Turkey policy to close the borders and to prevent P.K.K Kurds from entering Kubani as binary policy. On the one hand Ahmad Davoud Ughlu the prime minister of Turkey said they will not allow Kubani to be occupied by ISIS. On the other hand the president of the country states that Kubani has fallen and ISIS has occupied it. In addition Dabbagh know it illogical and unfair of Erdugan to consider P.K.K and ISIS the same, since Dabbagh belies that they are naturally different.
As continuing Dabbagh said: the airstrike simply cannot cause ISIS to be defeated so land attack is needed. These attacks don’t have to be just superficial and to weaken ISIS but it must be strictly and aim to completely destroy it. At last Dabbagh Said: As I.R.Iran has not failed to help Syrian and Iraqi people, it should also interfere in Kubani concern.

Presently we are observing the descendant of the oil price from $100 to $60 we witness that policy has entered it. There is no world war not export oil.
After explicitly stating that in oil policy we are obedient to the Region interests Dabbagh said: according to the constitution of Iraq we work, those cases I primarily mentioned relate to the Iraq government. According to this we decide and never interfere, therefore if we have an independent government we will talk then what policy should we take to Russia, USA or even Iran.
About the outcome of Erbil-Baghdad in recent days he said: we have come to an agreement to continue this bilateral negotiation. At the beginning we will export 250 thousand oil barrels from the Region as well as 350 thousand from Kirkuk. Dabbagh added: our forces advanced around Mosul and settled in the east of this town. Dabbagh mentioned that to confront with ISIS we talked with Maliki many times before Mosul fell, but he did not care. Maliki did not tend to cooperate with Pishmerga to confront with ISIS so much. He said probably ISIS policy in attack to Kurdsitan region of Iraq aimed to confront Iraq and to prevent them to be independent. Since ISIS injuries are healed in Turkey and they have even given us a bullet to fight ISIS. Iran has been the first country giving Kurdistan military help.
About the independence of Kurdistan region Dabbagh said they desire independence but presently if this happens it will be harmful to Kurds. He also said: we know ourselves Arian and Iran as our second hometown. He added: the simple presence of Ebadi cannot help to solve the problems, but the thoughts should be changed. He also said: to prevent America from entering Iraq and the Kurdish region, sustainable relations should be shaped among Iran, the Kurdish region and Shia. In addition about Israel cooperation with the Region Dabbagh said: in our foreign policy we follow the central government of Iraq and also are not willing to have a relationship with Israel since it will cause the world Muslims hate us. About the oil cargo which was sold to Israel Dabbagh said: it was done by dealer and then transferred to Israel. Furthermore he continued: Israel supports Kurds’ independence but it will cause that Iraq, Iran and Turkey begin to be our inimical.
About the region’s action to mine and export oil without Central Government’s permission Dabbagh said: although we prefer to take our budget from the central government, since our budget has been cut, we have no idea but to excavate and export oil. Concerning the anti-Ba’ath rule in Iraq Dabbagh said that Nuri Al-Maliki not only has employed Ba’aths in state positions but he also did them in the Army of Iraq. At last he has known the security condition of Iraq good for Iranian companies to return, but the critical financial conditions is an obstacle for them to continue their job.
Ankara, Turkey, (KRG.org) - Turkish President Recep Tayyip Erdogan received Kurdistan Regional Government Prime Minister, Nechirvan Barzani, in his new presidential palace, Aksaray, on Friday.
The two sides discussed the situation in Iraq and the region, the latest developments in the war against the Islamic State terrorist organisation, known as ISIS, and the recent advances marked by the Peshmerga forces in Sinjar and Zummar frontline.
The Turkish President expressed his satisfaction with the recent victories by the Peshmerga forces.
The agreement, which was reached early December between Kurdistan Regional Government and the federal government of Iraq, was another topic discussed in the meeting.
President Erdogan lauded both sides for the breakthrough agreement for which he expressed his support. He wished the agreement could pave the way to resolve the rest of the outstanding issues between Erbil and Baghdad.
Prime Minister Barzani and President Erdogan also discussed bilateral relations between Erbil and Ankara. They emphasised on developing and broadening these relations, particularly in domains that are of interest for both sides.
Istanbul, Turkey, (KRG.org) - Turkish Prime Minister, Ahmet Davutoğlu, today received Kurdistan Regional Government Prime Minister, Nechirvan Barzani, in Istanbul.
The two sides discussed the breakthrough agreement, reached earlier this month between the Kurdistan Regional Government and the Federal Government of Iraq. Mr. Davutoğlu praised both Erbil and Baghdad for reaching agreement, hoping that it would lead to resolving other outstanding issues between the two sides.
Regional political and military developments, the fight against the Islamic State terrorist organisation, known as ISIS, and the recent Peshmerga forces advances in Zummar and areas around Sinjar were topics also discussed in the meeting.
The two sides also highlighted bilateral relations and stressed on further developing these ties and agreed to continue exchanging visits and meetings between both sides.
Prime Minister Nechirvan Barzani is due to meet the Turkish President Recep Tayyip Erdogan later this afternoon.

Nazem Dabbagh the representative of KRG of Iraq in Iran invited by the ambassador of Turkey visited the embassy in Tehran at 10am on Thursday on June 24, 2014; he was warmly welcomed and greeted by Umit Yardim the ambassador of Turkey.
In this visit both sides in general discussed and exchanged ideas about current situations of Iraq and the region specially Kurdistan Region. They also had a talk concerning trade relations between Kurdistan Region and Turkey.
In this meeting they talked and exchanged ideas about prominent advances of Kurdistan Region in economy. The ambassador of Turkey in Iran stated such relations and visits between both sides should continue.
The general manager of Kurdistan Region Affairs of Iraq and Iran said: Selling Oil to Israel from Kurdistan and the news like this are old whose only aim is to destroy good relations between Iran and Kurdistan Region.
Abdullah Akerei the general manager of relation affairs of Kurdistan Iran in talk with dispatched reporter of Fars Press in Iraq explained about Iraq situations and Kurds positions about this, Kurdistan region’s plan to be independence and selling oil to Turkey and its relation with Israel.
Concerning Kurdista region situation of Iraq he said we felt the danger of Salafi, Daesh and Al-Qaeda moves in the region and announced it to Maliki and the central government but the answer came from Baghdad was that Mussel was with us and there was no problem. Regarding these conditions we started to stabilize our positions since two months ago of which measures were to excavate canals among Kurdistan, Iraq and Syria as well as Erbil and Kirkuk. I have to say the differences between central government and Kurdistan caused authorities being far and the enemies took advantage of this.
About the regions in which the devotees presented he said these regions are Kurdish. He continued to say this dates back to 70s when Mullah Mustafa Barezani had fifths against Ba’ath regime to accomplish the independence and after Saddam fall it again came under matter, and there are differences in the regions of Kirkuk and Khaneghein. We sacrificed lots of martyrs in the way of our fighting and the revolution origin was in Erbil that we along with Shia followed it. We are ally of Shia and there are no differences between us. Furthermore he mentioned Masood Barezani’s phrases which suggested to form a collaboration government to prevent any crises. He added that the devotees presenting in the regions during the crisis would keep staying and not leave. He even said if one was selected from Legal Collaboration then the condition would have been prepared to solve the concerns between central government and the region.
In a response to question concerning the solution of the current crisis he said we should back to the parliament and parties and Iraqi leaders and form a home collaboration government as soon as possible. The base of the government has to be the collaboration of parties and groups and tribes. He said such government would not be fragile due to Kurds and Shias cooperation. He also stated even though all Iraqi Kurds desire independence, we have not any problem with federal government to prevent any crises. He continued to say if we knew we would not come up with a solutions the best was to announce the independence. He said it was good Iran and Turkey as well.
