Nazem Dabbagh the representative of Kurdistan Regional Government of Iraq in Iran, mentioning that Iran have been having positive relation with Kurds, especially with ones of Iraq and always been helping them in though conditions, said to the reporter of Aftab News Agancy: it can even be said that Iran has supported Iraq; whether military or charitably. In tough conditions Iran offered us shelter, especially whatever Iran did for Kurds in Halabcheh crime will be kept in Kurds’ memory. Iran opened its border to homeless families and international reporters to come to see the bitter fact happening in Halabcheh. By Iran we could announce this criminal act of Saddam to the world followed by good reactions. He continued to mention the volume of exchanges and different borders considered to deal with Iran.
Indicating bombing in Kubaney and the death of Kurdish youths ready to help Kurds of Kubane and Syria, Dabbagh said: unfortunately this explosion left lots of hurts and martyrs, if this is no scenario on the behalf of some, has caused Turkey to realize that ISIS is a danger to them, as well. Presently we have witnessed the Turkey fighters bombed ISIS’ positions. However, unfortunately it has caused the ceasefire to be violated. For the operations of Turkish fighters on the border of the Kurdistan Region and Iraq has made riot among Kurds in Turkish cities. I advise that they should not think of war since it is not beneficial to anyone. It is necessary to mention we have to enjoy the experience of Iran and 5+1 nuclear negotiations.
The representative of KRG in Iran said the international governments should understand that ISIS is a threat to the world, humanity and civilized world and added: ISIS does not even show compassion to ancient areas. ISIS has created fear and violation on the behalf of Islam for people. I want to say that to take revenge from a country one must not use ISIS, but other tools.
following oppositions continuing for a week in Iraq, now Baghdad announces a widespread change at the top of the government structure, the act that can be said is an indication of braveness and adventurous of Mr. Haydar Al-Ebadi, Iraq P.M. Nazem Dabbagh the representative of KRG of Iraq in Iran in talk with Etemad answer the question about it as followed:
In a response to the first question Dabbagh evaluated Al-Ebadi’s act in the body of government. He said: I personally believe that any reformative change in a government is a good and positive one. Of course it should be said that this motivated act has not to be done politically but it should be the heading of the reformative act. Relating to changes at the top of the government, if there is no agreement among all political groups, the country will confront more problems. The government must not be a political base for a special party or group. Such things should be an agreement among all groups. Dabbagh stated these changes occurred to the response to Ayatollah Sistani’s message about general reformations and oppositions in different cities.
Concerning the reaction of Iraq Kurds to the change, Dabbagh said: reformations in Iraq cannot be done lonely. The government is for Iraq as whole and all should be satisfied with these changes, if not so, It will lead to failure. About positive or negative effects of these changes Dabbagh said we should see what the aim of deletion of these posts is, underestimating the role of a few people. He added: if you are going to destroy a building and rebuild it, it is required to prepare materials for it. Now government has announces that it will do some changes, but we should see it has required tools and plans to do these changes or not, and should be notices that it has been able to reach an agreement with other parties or not. These are questions that have to be answered.
The representative of KRG of Iraq in Iran said: 80 Iranian and Iraqi Kurdish prisoners will be transferred to Iraq and Kurdistan Region next week to serve their sentences.
Dabbagh in talk with the reporter of Fars News Agency Foreign Policy, mentioning, the vice-foreign minister, Hassan Ghashghawi’s travel to the Region of Iraq and his talk with the authorities of the Region including Jalal Talibani, Nechirvan Barezani the chief of The Judiciary and others said: according to widespread relations this travel is beneficial and pessimistic. About the broadening goes and comes especially on the behalf of Iranian authorities of Kurdistan Region of Iraq he showed hope.
Concerning the outcomes of this travel Dabbagh said: it has been to transfer 80 Iranian prisoners in the region to Iran and 9 Iraqi Kurdish ones in Iran to the Region to keep serving their sentences.
The representative of KRG of Iraq in Iran relating this said: this transfer will be done next week, this is the first list of prisoners and the second will soon be operational.
Nazem Dabbagh the representative of KRG of Iraq in Iran, about our country appreciating Iran’s positions said: the role of Iran in fighting terrorists has been positive and active. The representative of KRG of Iraq in Iran in talk with the News Agency of the second international of congress of 17000 martyrs of terror, astonishing the hold of this international congress said: the hold of such congress has always been beneficial to more convergence of these attitudes and specially appreciating victims and injuries.
Mentioning the necessity and cooperative of regional countries to confront with the threat of terrorism Dabbagh said: terrorism presently is not a threat to only a system or country but to all the region and world; thus these threats make it necessary more than ever.
He added: a logical understanding of this matter that terrorism threatens all of us and of that we do not have to deal with it according to our special benefit the only way is to make all attempts convergent against terrorism. In a response to a question based on what actions KRG took to restore Kurds’ rights who were sacrificed to Saddam and Monafeghin’s crimes Dabbagh said: KRG has tried to put the massacre of Kurds and their being aimed by terrorism continuously in international meetings. Knowing the countries’ behavior claiming to fight against terrorism twofold and some other countries’ help so little Dabbagh appreciated Iran’s role and said: as of a yet we have observed positive active role of I.R. of Iran in fighting terrorism and Iraq government and the Region have also insisted on. We appreciate Iran’s help to Iraqi and Kurdsih people.
Finally while knowing the role of Moneafeghin terrorist cell unimportant in the current atmosphere of Iraq Dabbagh said: this cell are not effective in Iraq as before, in addition Kurds condemned their criminal operations against Kurdish nation when this groups established near the border of KR, they insist on their rights and follow them.

Iraqi Prime Minister’s journey to the USA in Iraqi meetings is called a strategic one, in your view what important aspects can this journey have?
In current conditions Iraq needs different helps, whether politically, sociology or from the viewpoint of fighting against terrorism and ISIS. While after Iran’s agreement with 5+1, there will more opportunity to more cooperation in fighting terrorism. I am so optimistic about this journey so that Iraq can gain what it wants as it’s the least needs including consultative and military helps.
What arms helps does Iraq need?
In my opinion, first of all, Iraq needs consultative help, however, arms like fighter planes and UAVs in addition to supply armaments can help Iraq effectively.
How does America’s arms aid to Iraq help Baghdad fight ISIS?
Helps whether from America or from any other countries can cause military and logistic strength of Iraq. ISIS is not a small group but an organization calling itself Islamic Government and has created territory for itself and has many hidden forces joining this organization from all over the world. However, in my opinion, the best help can be to create to strength the interior relations among parties, tribes and Iraqi different groups in order to cause a real cooperation inside the government of the country.

Relating to the reason why ISIS’s news is less being heard in Kurdistan Region of Iraq these days asked Rouzan Press. He replied that ISIS has found that through courageous resistance of Kurds in Iraq and Syria that taking Kurdish towns are unlikely; thus he has started to focus on two Sunni ones, especially in two fronts of Ramadi and Syria. The reporter of Rouzan Press mentioned the being killed of a Iranian kurd called Amir Ghobadi in Kubane and asked Dabbagh what other nations accompany you, he replied: there is no absolute information for this, but youths from Swede, America, Netherland and other countries have arrived in Kurdistan and along with us fight against ISIS.
