It is a long time Mr. Abdullah Saleh has been the general manager of the Iran and Kurdistan region of Iraq relations. Interestingly he considers the historical joint of these two countries more fixed than their governments’. In a talk in Erbil, Saleh dealt with some aspects of the relations with Iran and expressed some expectations and desires of the relations as followed:

In all Kurdish authorities’ travels to Iran, I accompanied them like Mr. Prime Minister, the Head of the region Mr. Masood Barzani and others. In these travels, we invited Mr. Hashemi Rafsanjani to Kurdistan of Iraq so he accepted, but when coming to Baghdad, he unfortunately did not come to Kurdistan. Mr. Ahmadinejad was invited to travel Kurdistan by Mr. Masood Barzani and the Prime Minister of Kurdistan region several times; he came to Baghdad but Kurdistan. Mr. Salehi, the former foreign minister, and others were also formally and officially invited but they did not come. If they had come, they would have been highly and properly best welcomed.

At the beginning of the interview after introducing himself, Saleh said: I can say we played a role in the revolution victory and since then this relationship has been friendly and has tried to concentrate on it to be better. Now we also have good relations with Iran. I would not like to repeat Iran has been and is one of our best friends, namely, when we had no friends, Iran was the best of ours. About Iran relations’ changes with Kurds of Iraq after Kurdistan region government formed, he declared that some Iranian units had offices in the region and did the region in Iran. Generally the region offices in Iran formed to organize Kurdish refugees and students and did Iran to relate with the parties in the region. However, after Saddam’s fall in 2003, Iran was the first country inaugurating consulate offices in Erbil and Soleymaniyah. In this period our relations turned into a diplomatic form. At this time the region government also got prepared for new relations by opening the Foreign Relations Office which was a subset of prime ministry. In the office tow managements have begun to work, one is management office of relations with Iran whose general manger is I and the other is Turkey office whose manger is someone else. Aside from historical relations with Iran, we have 600km common border, three official and several unofficial gates with Iran.  He continued to mention some plans to develop relations in economic such as 15-day stay permission to all Iranians who like to apply for traveling to Kurdistan region without visa. However he said in spite of economic opportunities, Iran has not been able to take a good advantage of them. He said if authentic and great companies and non-state part of Iran acted earlier, there would be more chances to work, and now instead of Turkey it would be Iran uttering the first word in Kurdistan region market. He continued to say: now Kurdistan region government’s forces are continuously working with a full preparation day and night. We have developed Haj Omran, Bashmagh and Parvizkhan borders nearly as Turkeys’ and use skillful forces. It is to ease people works, visitors and merchants. He also mentioned other acts to develop other relations.

About educators relations like students commuting, artists and musicians and so on, Saleh said: there are relations for all such matters but they are not our ideal. I do not know where I should look for the reason while both sides claim good relations. I like to give an example, in 1971 when we along with Mullah Mustafa were fighting and the king was helping us, a reporter from Etellaat press came to Mullah Mustafa Barzani site in haj Omran to interview Mullah Mustafa and asked him about Shah cooperation. Blessed Mullah Mustafa Barzani answered: who is helping our revolution are Iranian People not Shah. He added: today Shah governs Iran. This response means two nations’ relations are so close and their roots are united in a way that no governments can separate them from each other. Saleh believes neither Iran nor Kurdistan government can separate these two nations. Saleh claimed: believe if a shot is fired at the border it aims our security first not Iran. Kurdistan region government never allows any government to throw even a stone to Iran land through our border.

About the nations’ relations of both sides, Saleh said: in Norooz holiday those Iranian travelling here are welcomed by our people, other foreigners are not greeted as are Iranians. For instance, Kurds go out to nature in Norooz holiday when they see an Iranian family invite them to dinner and quote their memories of Iran. Never are there such relation with others, on the other hand as ways to Turkey and other European countries are open for Kurdish people, Iran is top priority whether for treatment or traveling. They consider Iran as the paradise while traveling Europe. I mention a point here, Iran Consulate in Erbil issued 1500 to 2000 visas last summer and in Soleymanieh about 1000.

Almost 70% of these people traveled to Iran. If they are asked about Iran, they think of Iran as paradise and remember the people well. But they also have some complaints about being interrupted at the border. Why are such problems there? Up to no, As Iranian government has not reproached us for behavior of the passengers traveling to Iran.

Saleh declared: I am sure Iranian authorities will be invited by Mr. Prime Minister in his travel to Iran. We expect presidency of Iran, to travel Kurdistan in front of all countries. We will be proud of it. Saleh said: whenever Iranian authorities invited the head and Prime Minister of the region they accepted it. He claimed when no countries had any relations with us, Iran was our shelter.

When Saleh was asked about quoting a memory or explaining obstacles on the way of developing relations with Iran he said Mullah Mustafa Barzani was the first person who congratulated the victory of Islamic Republic of Iran and expressed that he had been ready to do whatever he had been able to. In his view Iran revolution was a support for poor of the region.

He told that I delight for relations with Iran in spite of some barriers, and stated that these barriers would be cancelled in future by bilateral dialogue.       

 

 

 

 

 

 

 Dr. Ruj Nouri Shawis, deputy-prime-minister of Iraq in economic affairs, accompanied by high-ranking delegation participated in the banquet by representative of Kurdistan Regional Government (KRG) in Tehran.

Tuesday of May 13th, the representative of KRG of Iraq, Nazem Debbagh gave a big party honouring Dr. Ruj Nouri Shawis, deputy-prime-minister of Iraq in economic affairs accompanied by high-ranking delegation of federal government of Iraq including Minister of  Finance,the Chief of National Investment Institute, the Chief of National Custom and the deputies of other economic ministries of Iraq along with Muhammad Majid Al-Sheikh, the Ambassador of Iraq in Iran as well as a number of the embassy.

In this party, Dr. Jegarkhowein, deputy-Representative of KRG of Iraq in Iran accompanied by Hiva Rasul Rashid and Dr. Ramazan and a number of stuff from KRG office presented as well.

During two-day journey, Dr. Shawis accompanied by the high ranking delegation of Iraq Federal Government entered Tehran in order to develop economic and investment relations between two countries and to sign several economic cooperation agreements; and they also welcomed by Hussein Amir-Abdullahian, the Deputy-Minister of Foreign Affairs of Iranin Arabia and Africa Zone.

In his two-day journey to Tehran, Deputy-Prime-Minister of Economy visited and talked to Ishaq Jahangiri, the first deputy of the president of Islamic Republic, Dr. Ali Larijani, Chairman of Parliament, Dr. Ali Tayyebnia, the Minister of Economy and a number authorities of economy of Iran; a contract of economy relating to investment, custom, tax, bank and standard was included.

 

 

 

 

 

 

 

 

 

DR. Mohammad Seddigh Ahmad: Development of Kurdistan Regional Government (KRG) and Islamic Republic of Iran Relations

The relations between Iraqi Kurds and Iran have had long history of precedent. But after establishment of KRG, two side’s relations have gone into new atmosphere. Hence, the conditions have been shaped to operate the regularized and stabilized relations by two sides. But, there have been several factors that cause the relations in economic and cultural aspects not to develop as very well as the relations in security aspect. In Dr Ahmad view, one of the main causing factors is that Iranian government has realistic-view and sense about relations by KRG, so these cause relations to get engaged in depression. Dr Ahmad believes the partiality policy of Iran about a special group has negative impact on ethnical equilibrium in Iraq. He stated that there are lots of similarities between two nations that are irrefutable and undeniable.

 To develop the relations to economic and cultural eras, Dr Ahmad tendered the strategy entitled ‘Public Diplomacy’. According to this strategy, relations by non-states groups is more emphasized. In fact, according to this strategy, the relations between nations than government are preferred and highlighted. So relations on scientific case, for example by university teacher, university students, research centers, exchange of teacher or researchers etc, are concern. Exchange of representatives of two side’s media is other tactic. From Dr. Ahmad’s point of view, existing good-will and opportunist view on Iran, mutual dignity in Iran about KRG would strengthen the relations and advance desiring level.    

 

 

 

 

 

 

 

Nazim Dabbagh, the Representative of Kurdistan Regional Government in Iran, Notes for Shargh Press

The Iraq elections Parliament has not been revealed yet; in addition Iraq Shia’s coalition has not got same opinion about its candidate. However, accordance with the agreement reached at time of Saddam Hussein fall, the former Iraq dictator, for the arrangements of Iraq, three major responsibilities are divided among Shias, Sunnis and Kurds. According to agreement, prime ministry is assigned to Shias, Presidency to Kurds and Parliament chairman to Sunni, therefore in Sovereignty division the presidency is assigned to Kurds and other posts are divided between other two groups. Nevertheless Kurdish groups are duty-bound to agreements and we expect so are all groups and political organizations of Iraq. To unify Iraq nationality, all parties and groups should be obliged to the Constitution and the reached agreement. Thus; we ought to wait for the final outcome of the elections, presently we cannot consider Nuri Al-Maliki definite as the prime minister yet. It is absolute right of all Iraqi political parties and groups to have a partnership-like government. We are duty-bound to a real partnership but those making lots of problem for Iraq before. Anyway we, Kurdish nation, of Iraq respect the Constitution, if Shia organizations gain more seats in the Parliament, it is their right to have prime minister from their own organization.

 

 

 

 

 

 

 

 

Nazem Dabbagh visited the Khanegheyn Terrorist Attack injuries in Tehran

Mr. Nazem Dabbagh, the Representative of Kurdistan Regional Government (KRG) in Iran, visited the injuries of Khanegheyn Terrorist Attack an closely inquired the last steps of their remedies.

He visited injuries in one of the hospital of Tehran in May 6 and wished health for them and told that the representative of KRG was prepared to give them any possible helps. Also injuries stated that they were delighted to visit Mr. Dabbagh.

 

 

 

 

Nazem Dabbagh met Salah Al-Zawari, the Palestinian Ambassador in Iran

Mr. Nazem Dabbagh, the Representative of Kurdistan Regional Government (KRG) in Iran, welcomed Salah Al-Zawari,the Palestinian Ambassador in Iran in May 6 in the Office of the Representative of KRG in Tehran.

They discussed the situation of Iraq and Kurdistan Region. Al-Zawari asked about health position of Mr. Jalal Talebani and wished safety for him. Al-Zawari emphasized the role of Jalal Talebani and other Iraqi Kurds leasders such as Masoud and Nichirvan Barzani.

 

 

 

 

Dr. Mohammad Seddigh Ahmad attended at funeral service of Mohammad Bagher and Abdul-Aziz Hakim

Dr. Mohammed Seddigh Ahmad, the deputy-Representative of Kurdistan Regional Government (KRG) in Iran, attended at funeral service of Mohammad Bagher and Abdul-Aziz Hakim.

That funeral service was presented by Islamic Premium Legislative of Iraq at Andisheh chamber in Tehran in May 8. Dr. Ahmad and some personal of office of the Representative of f KRG in Iran attend at that funeral service.

 

 

 

 

Mr. Nazem Dabbagh in talk with Iran-Kurd announced: during history Iran has been a safe shelter for Kurds to have liberal move Kurdistan region, Iranian and Kurds share a race so that so there is a high kinship between us. Nazem Dabbagh, the Representative of the Kurdistan Regional Government in Iran, in talk with Iran-Kurd magazine said about historical relations of Kurds in Kurdistan of Iraq with Iran: the cultural and social concern are not strange words for Islamic Republic of Iran and Kurdistan region, since Iranians and Kurds have the same origin and high kinship. He also said during the history Islamic Republic of Iran has been a safe shelter for Kurds to have liberal move in Kurdistan region of Iraq, however these relations has caused to improve cultural relations of both sides. If Kurds and Iranians’ culture are not the same, but they are somewhat related to each other. To make these two cultures be tied we should try more, whereas to strengthen the cultures relies upon art and professional cooperation and even education.

The representative of the Kurdistan Regional Government at the end of this talk said: these three above-mentioned matters can highly impress more cultural kinship between two sides. In spite of this unfortunately there are some related problems that should be solved. I specially want to say about the problem relation to students’ education of Kurdistan of Iraq. My suggestion is about to improve cultural relations and coming up with a solution for this.

Note: this talk was run before solving the problem of Students of Kurdistan region studying in Iran universities. Immediately several days after this talk all problems of these students were solved.

 

 

 

 

 

 

 

 

Slovakian Ambassador visits Kurdistan

Erbil, Kurdistan Region, Iraq – (KRG.org) – The Head of the Department of Foreign Relations (DFR), Minister Falah Mustafa met today with the Slovakian Ambassador to Iraq, Mr. Miloslav Nad to discuss furthering bilateral relations between the Slovak Republic and Kurdistan.

The meeting was also attended by the Assistant Head of the DFR, Ms. Siham Jabali and the Honorary Consul of the Slovak Republic, Mr. Ahmed Gerdi.

Ambassador Nad was pleased to be in Kurdistan and commended the KRG on its efforts in developing the region, and added his country’s desire to bolster bilateral relations across many sectors.

He spoke about Slovakian efforts to grant visas to the people of Kurdistan through the office of a partner country in Erbil by the end of this year. In addition, he informed the Minister of his government’s willingness to upgrade their diplomatic representation in Kurdistan in the near future.

Minister Mustafa welcomed the Ambassador’s visit and reiterated the KRG’s willingness to consolidate its relations with Central and Eastern Europe and stated “we can learn and benefit from the expertise of countries such as Slovakia in various fields.”

The Minister went on to brief the delegation on the developments between Erbil and Baghdad, highlighting that the upcoming parliamentary elections in Iraq and the provincial elections in Kurdistan, scheduled to take place in less than two weeks, which would define the future political landscape of the country. He added that the KRG is committed to the Iraqi Constitution, a democratic system and genuine partnership.

Finally, both sides discussed the upcoming Global Security Forum (GLOBSEC 2014) scheduled for May in Bratislava, to which Minister Mustafa has been invited. Minister Mustafa’s attendance will help boost KRG’s engagement with Central and Eastern Europe - consolidating relations with the EU member states goes in line with the KRG's open door policy.
 

 

 

 

 

Kurdistan welcomes British business, KRG officials tell trade association members

London, UK (UK.KRG.org) - The Kurdistan Region is open for business and British companies are welcomed, Kurdish officials told members of British Expertise, a leading trade association at a seminar last week.

 

Minister Falah Mustafa, Head of the Kurdistan Regional Government's Department of Foreign Relations, and Bayan Sami Abdul Rahman, the KRG's High Representative to the UK, were joined by Alex Lambeth, Director of British Expertise, in highlighting the business opportunities and investor-friendly laws in the region.

 

The seminar was part of a series of meetings by Minister Mustafa who was in the UK on an official visit. The Minister was accompanied by Siham Mamand, the Assistant Head of the DFR, and High Representative  Abdul Rahman during the visit which included meetings with British officials, parliamentarians, journalists and think tanks.

 

Minister Mustafa told the seminar at British Expertise, 'There is huge potential in many areas of the economy and we like to do business with the British. Foreign Secretary William Hague recognised this when he made the decision to increase the number of staff at the British Consulate in Erbil a few years ago while other British diplomatic missions were facing cuts.'

 

The minister outlined the key areas the KRG is promoting - tourism, agriculture and manufacturing - so that the economy is not over reliant on oil.

 

He also updated the meeting on political developments, relations with Turkey, the Syrian refugee crisis and the forthcoming Iraqi elections.

 

Ms Abdul Rahman spoke about the Kurdish economy's rapid growth over the past decade, which has been achieved thanks to high levels of security, clear economic policies that focus on services such as the provision of electricity, and the development of an oil and gas sector from scratch in the past seven years. She urged Britain to make visas access easier for business visitors, to start direct flights and for British ministers to lead trade delegations to Kurdistan in the same way as other European countries do.

 

British Expertise members had a range of questions, including on Kurdistan's trade relations with Scotland and Northern Ireland, the KRG's procurement methods and the impact of Syrian refugees on the economy
