Nazem Dabbagh the representative of Kurdistan Region will not welcome arms establishment, but the strength of Pishmerga according to defensive system of Iraq.

In talk with the international reporter of Ana news agency concerning Kurdistan Region’s position against American Congress’s plan based on arming Pishmerga and Sunni tribes of Iraq opposed by national officials and organizations of the country including the Prime Minister and Parliament and described it as a plan to separate Iraq, Nazem Dabbagh Said: the Region will welcome this matter and plan.

He added: Iraq has to always be Iraq and have an equal look at all groups especially at Pishmerga. He continued: the Region is getting into a daily fight with ISIS and it was the only area relying upon Pishmerga which released areas occupied by ISIS.

Dabbagh said: According to the Constitution of Iraq, today Pishmerga has to be a part of the defensive system of the country, namely, all military financial and consultative help being delivered to Iraq have to be assigned to Pishmerga as well.

Mentioning the recent plan of America Congress he said: this military help and arming Kurdish and Sunni forces are according to the Constitution of Iraq. Of course this plan and military help to Pishmerga are conditioned.

About explaining of Congress plan he added: if Iraqi government does not give a part of delivered aids to Pishmerga, Americans will do this directly and we welcome this plan. However before America’s direct help we accept Iraq government considers all rights of Pishmerga according to the Constitution.

The representative of Kurdistan Region in Iran stated: Pishmerga are strong forces and protect the borders of the Region, so it has to be deemed as the defense system of Iraq.

He said: the Congress plan mentioned these concerns and made its military aids conditional upon that if central government of Iraq does not put Pishmerga in its defense-military filed, the USA will give these aids to them.

In a response to question whether this plan tends to separate Iraq or not Dabbagh said: if central government follows the Constitiute, it will help to strength Iraq; whereas Pishmerga needs foreign helps to fight against Terrorists.

He insisted: Kurdistan Region does not welcome the establishment but strength Pishmerga according to defense system of Iraq.

About the possibility of Iran opposition to this plan he added: I do insist the aids of this plan are conditioned and if Iraqi government is obedient to the Constitution, there will be no need to the USA direct help to Pishmerga.

He stated: Iran delivered military consultative aids to KRG, so Iraq government also ought to perform its duty.

Finally the representative of KRG in Tehran said: the being conditional of the USA’s plans has to be considered specially. Unfortunately it has not been yet.         

Diplomacy Irani: the Congress of America has recently passed the draft of the project of arming Pishmerga and Sunni group of Iraq which has created a big fuss. According to this project American government establish a direct connection with Kurds and Iraqi tribes and arm them. In Dabbagh’s point of view this project is being considered through both Kurdish and legal aspects. Firstly, if central government of Iraq is obedient to the Constitution in order to support Pishmerga to confront ISIS, there will be no need for such project from America. Secondly, in that project the Congress has made some conditions to deliver military aids to KRG including that these aids will be delivered by central government of Iraq, then if central government or Sunni groups do not help Pishmerga to confront ISIS, the military aids will be delivered directly. However in this project it has insisted that delivering the military aids to KRG do not need be effective on the concern of separating Iraq. Concerning the negative reaction of the central government of Iraq to this project Dabbagh said: it seems Iraqi government has been involved in suspicion. If not so, the pass of such project in congress would not have encountered their reaction. All of us even America are in the same position of fighting ISIS. If Iraq government trusted KRG, it instead of a negative reaction would have to declare that we were all Iraqi and united and Pishmerga was a part of defensive forces of Iraq. Thus, Dabbagh’s estimating is that this action of America for directly arming Kurdistan and Sunni tribes of Iraq is to strengthen his effect and presence in the region. Relating the effect of America’s action on the military cooperation of Iran and USA to fight against ISIS Dabbagh said: it seems that after Iran and USA’s closeness in nuclear case, the conditions have happened in a way that the closeness of Tehran-Washington gets more. Of course, the being conditioned of the Congress’s project should be considered specially, and if the government of Iraq is obedient to the Constitution, there will be no need for direct aid of America to Pishmerga.                

It was exactly short time ago that the domestic disputes made Iraq exposed to be separated. However these days the phenomena of ISIS, the special conditions and necessities of Iraq have caused Iraq to be convergent. Recently Nechrivan Barezani the Prime Minister of Kurdistan Region of Iraq has traveled to Baghdad and has signed an agreement draft to dissolve the disputes. In the response to the first question relating to the formation of national unity in Iraq he answered: after having traveled of Mr. Nechirvan Barezani and the accompanying delegation to Baghdad, agreements about the budget, how to sell oil etc. were made. Presently we hope and wait these agreements to be met. The advancement and performance of the agreements make the conditions of Iraq better.

 He also considered Hushiar Zibari’s speeches about Pishmerga forces’ cooperation with Iraq army as an indication of the effects of between agreements and added: when we, Kurds, say Pishmerga forces must be of military and security of Iraq we indeed mean that missions should involve all forces including Pishmerga and they take part in defending Iraq. He also considered the cooperation between Iraq army and Pishmerga pleasant but deemed the development of collaborations in the fields of defending and supporting requires new negotiation.

After overpower a large part of Iraq land whose residents are Sunni, speculations about the future of the country and the establishment of Sunni region intensifies.

Meanwhile the positions and attitudes political meetings of Kurdistan region and authorities’ opinions got Islamic State of Iraq and Sham (ISIS) neighbors after taking the full control of regions under conflict represent Kurds’ views for the changes, expectations and concerns ahead in the political future of Iraq.

Kurds News Agency to analyze the recent changes of Iraq went after Nazem Dabbagh the Representative of Kurdistan Regional Government (KRG) of Iraq in I.R of Iran and interviewed him.

In response to a question Mr. Dabbagh described the current situation of Iraq, and that was how he introduced those regions including Mosul, a major part of Tekrit and Salaheddin occupied by ISIS. He continued to mention the areas released by security and army forces of Iraq and Pishmergas. ‘Right now (the moment interviewing ongoing) fighting is progressing’ he said.

  He about the loss of security forces’ reaction in Mosul against ISIS terrorist said all their attacks to this town are suspicious and unclear. The forces surpassing 3000 overwhelmed the town he said. It was happened in the situation that nobody saw them. With only the slogan of “Run away, they come”, all people escaped. He added: ‘this attack was in advance planned and collaborated with the security forces of town’. Just within six hours the whole town was occupied by ISIS.

In his view another reason of which town got occupied by ISIS was tribal combination. %99 of the two-million town are Sunni, furthermore the major elements of the army of Ba’ath Iraq are from this town and its tribes. That is why the same as Kurd rise People collaborated with ISIS in Mosul.

In some areas also Pishmergas could take the control of regions from which Iraq army sit rear; and it cover the regions Khanegheyn, Jelola and Hamrin till Zakhu. I can say the borders of the regions stated in Article 140 are presently under the control of the Pishmerga forces.

About being aware of security forces of Iraq of this attack, Kurd Press asked Dabbagh and he also answered the possible attack of ISIS from Syria land to Iraq have already been warned by major authorities of the KRG. Mentioning former warning by some people to Nuri Al-Maliki about some militaries joining Iraq Army he said some of these fellows were defeated, others escaped and the others joined ISIS.

To analyze recent changes of Iraq Diplomacy Irani interviewed Dr. Muhammad Seddigh Ahmad, the deputy-Representative of Kurdistan Regional Government (KRG) of Iraq in Iran. What follow is the main lines of his interview.

Dr. Ahmad against Mr. Nuri Maliki saying the events by Islamic State of Iraq and Sham (ISIS) were the plots of Kurds to put pressure on Baghdad, said these statements are brightly illusion plot. He continued we hope in this important time he should think of an intellectual solution to this crisis, since one of the main causes of such conditions is the inappropriate operation of parts of political system and statesmen who have created these problems. He said these statements are nothing but a projection. He mentioned Mr. Nechirvan Barezani positions saying the Pishmerga have not occupied anywhere and their progression in quarreled regions is to make up for security vacuum resulting from the army withdrawal.

Diplomacy Irani asked Dr. Ahmad that regarding army officers escaping from Mosul to Kurdistan Region does it not create doubt that Kurdistan plotted against Maliki, he answered this doubt is completely illogical and untrue. Indeed hundred thousands of people sought asylum Kurdistan as the safest region in Iraq after Mosull having been taken up by ISIS. The people and government of Kurdistan greeted and helped them with their all power. Unfortunately Iraq statesmen have such interpretation of so huge greeting. Dr. Ahmad said: while trustable army officers of Iraq and Mr. Maliki give their guns up and ran away, legal Pishmerga forces of Kurdistan whose wages have been stopped by Mr. Maliki over two years by an unfounded excuse are defending oppressed people suffering the crises in front line.

He said it is good to insist on this point again that Kurdistan of Iraq itself has been one of the victims of terrorism and to fight against it in any form is our inevitable policy. We should not forget that was last year that ISIS cell took over those attacks to centers in Erbil. Less than last two month ISIS suicide attack to office of Patriotic Union of Kurdistan in Khanegheyn victimized more than 40 people. Mr. Barezani also mentioned in his recent phrases that we said Baghdad we were ready to collaborate with state forces to react against terrorists according to the agreements between us, but unfortunately central government did not pay any attention to preparation announcement and did even not answer to this friendly suggestion by KRG, if statesmen in Baghdad had agreed tactfully with Erbil suggestion, events process might have directed a different way otherwise now.

About America positions Dr. Ahmad also said that Obama government in advance notified senior authority of the Region the necessity of applying political strategy along with military besides federal government authorities. American statesmen also mentioned this. He said direct interfere in Iraq requires condition that presently it is not available to America, since this action threatens the national benefits of America.
