Dr. Muhammad Seddigh Ahmad in a response to question concerning the roots of the emergence of ISIS believes the roots of it should be sought in its roots.

The root of the emergence of ISIS is the central government of Iraq fault of neglecting democracy strategies and of not considering ballots and thoughts of groups. By this way of the government not only the former problems were not solved, but also caused lots of new problems of which the most important one was ISIS. Dr.Ahmad also believes that after 80 or 90 years established of Iraq government it was tried to form a democratic structure, but despite of the declaration of the Constitutes and the potentials of current governors of Iraq there is not so difference as compared to the formers.

The deputy-representative of KRG in Iran said that the most important reason of not resisting ISIS was public discontent among Sunnite, thus it caused them not to confront ISIS. Even some tribes not only resisted but they also supported ISIS. In addition to frightening actions of ISIS, Iraq authorities uncaring concerning the danger of ISIS infiltration in Iraq army and the possibility of some military elements’ betrayal can be deemed as one the reasons for ISIS to get stronger.

Dr. Ahmad considered the occupation of some Kurdish regions abandoned by the Iraq army against ISIS as the protection of those regions. Indeed these regions are Kurdish and under the KRG and the government dispute. But as the army escaped the regions got endangered by ISIS so Pishmerga forces presented in there to halt ISIS from occupying. Besides he knew ISIS limited infiltration in the Kurdish region for their being equipped with heavy weapons as Pishmergas having just light ones and for possible mismanagements.

Dr. Ahmad also mentioned the civilization ties between Iran and Kurds and said Iran’s help was on time and got appreciated by the president of the region. Nevertheless he believes that Turkey’s position to ISIS will not cause to be put aside from the KRG’s foreign policy, but the KRG wants to keep balance on its foreign policy. Furthermore in a part of his phrases he mentioned America’s attack against ISIS and said these attacks were workable to ISIS to withdraw.

Dr. Ahmad in response to the questions considered Jalal Talibani as a fighter leader and qualified president of Kurd, Masoud Barzani as the symbol of freedom, peace and democracy of Kurdistan nation, Ayatollah Sistani as the respected and impressive personification of the Islamic world, Ammar Hakim as the reminder of moderate leadership of Shia, Fuad Masum As the revolutionary and experienced politician and Ghasem Soleimani as a very powerful and impressive personification in foreign policy of Iran. At last Dr. Ahmad expressed hope concerning ISIS to be defeated and peace to return the country.

Within Mohammad Javad Zarif’s travel to Iraq and his visit to Iraqi and Kurdish authorities, Arman Press had an interview with Dr. Ahmad the deputy-representative of KRG of Iraq in Iran. In this interview he mentioned some aspects of the travel as followed:

About the decision made by the foreign minister of Iran to travel Kurdistan Region and its accomplishments he said Mr. Zarif’s travel is considerable for establishing a consensus between Kurdistan and the central government to confront with ISIS. Mentioning Masoud Barzani’s statements he said Iran has always supported the people, the government and Kurdistan Region of Iraq in tough days.

Dr. Ahmad concerning the charge brought by some foreign countries about Iran’s military interference in Iraq to confront ISIS said as far as he knows such a request has not been made from Iran. In addition Kurdistan region forces of Iraq especially Mr. Barzani announced that they need military weapons help and it was Iran the first country which helped. ‘As per the current situations in the region and the type of ISIS confrontation with KR of Iraq we do not need Iran to interfere’ he said.

About the option of military like Syria to confront ISIS he said basically the condition of Iraq is different with Syria. The crisis of Iraq has political root and Syria does security and military. Nevertheless Dr. Ahmad knows the root of these problems in mismanagements of Mr. Maliki. He continued to say that he does not think that military interference can solve the problem. International communities can confront this terrorist group by controlling the financial sources, commuting and their accessibilities of equipment.

In a response to question about the countries trying to fan Iranophobia he answered this roots in regional competition and the difference of countries’ benefits. Therefore he believes that if Iran can make a balance between political forces in Iraq it will be more successful. Accordance with the official policy of Iran the government preferred by Iraqi people, Kurdistan Region and any kind of agreements between both sides are supported by Iran which should be appreciated.

Institute of Simagostar Zagros effort run by Muhammad Fereiduni Kurdish dubber along with deceased Aladdin Babashahabi’s family and with Parviz Habibi mastering, the 7th ceremony and celebration of the Kurdish famous singer Aladdin Babashahabi was held in the chief mosque of Shahrak Gharb in Tehran.


 Also his memory was cherished. This Kurdish artist said good-by the passing world for infarction at his son’s home in Tehran at 4pm on June 26th. And his body was transferred to Sanandaj.

It was 10 on Friday June 27th. 1393 during a ceremony with the presence of his family members, the people of Salavat Ava, his hometown, and with Kurdistan representative in Islamic Council Parliament, the artists and authorities of Sanandaj accompanied with a large crowd of different art-lover people of the town and others was transferred from Mullah Veisi Mosque of Sanandaj to the cemetery of Muhammadi Paradise and was buried in the section of artists.

After Vietnam War in 20th century Iraq-Iran’s war was the second longest one. It began in 1980 September 1980, and lasted for 8 years, an unfair war which shocked Iran nation and government. As though this war of attrition imposed on two nations and affected all aspects of their lives.


Mainly wars remain undesirable results. Many a countries were destroyed as a result of them, however what is more important is the costs nations bear. During eight-year war against Iran unpleasant and tragic events happened showing unpleasant results of war on different aspects of citizens’ lives of both countries. One of these events was chemical attack of Ba’ath Regime to Sardasht.


Unfortunately the more science has grown, the more military technology has developed. That was why armies continuously managed to manufacture new weapons which included more killing destructive power. The peak of this process was to generate nuclear bombs, chemical and microbiological.

As human conscious is against the generation and using such weapons, however during 20th century they have been used as massacre weapons against military and non-military aims in wars. Historically the first case of using chemical massacre weapon dates back to first-world War, whereas in Iraq-Iran war this weapon were broadly used under the Ba’ath Army mandate during which many military forces of Iran and first of all the citizens of  both countries got seriously damaged. Saddam used this weapon not only against Iranian people but also against his nation.


Undoubtedly Ba’ath Regime of Saddam was a dictator, authoritarian, racist and expansionist. Saddam deemed all his opponents as enemies whether or not they were Iraqi or not and suppress them by any kind of both normal and abnormal tools.

A review of Saddam behavior toward the nations of these two countries make everyone draw an undeniable conclusion that this dictator did not even respect the primary and absolute rights of the nations. As if nation did not institutionalize in Saddam. It is necessary to remind that the nations of both countries share commons and long years have been living together and had broad relations.


Using chemical weapons by Baath regime was manipulated in a condition that many different international treaties and conventions banned the generation and usage and improvement and export of it. One of these cases was the Geneva protocol in 1995. Interestingly Iraq itself joined the protocol in 1931.

Saddam action clearly was versus the principles and material of mentioned treaties and conventions. The usage of the weapon by Saddam against Iran was so broad that universal society was primarily engaged to form and international treaties early in 1990s. The treaty was signed in Paris in 1993 and got binding in 1997.


Many border cities of Iran and Iraq were chemically attacked by racist army of Ba’ath. One of those cities was Sardasht in June 27, 1987. This attack above all aimed to massacre usual people residing in the town. Thus due to the loss of necessary preparation to confront such cruel act seriously damaged them.


According to available information 130 people lost their lives in this attack and 8000 got injured. This action was an apparent cruelty on the behalf of a wild regime against typical citizens which violates anybody’s conscious and makes him react.


We, the government and people of Kurdistan Regional of Iraq, deeply sympathize with Iranian people especially the victims of Sardasht tragedy like the injuries and survivors and share the pain with them. We also experienced the bitterness of Baath army chemical attack and lost our beloveds in the attack. Now I consider it necessary to mention generously and humanitarian contribution of people and government of Iran to the injuries of Iraq since these contributions relieved out pains and sad.


The imposed war of Iraq on Iran ended long years ago, but it is vital to try describe and analyze the aspects of the dreadful tragedy for the nations of both countries and even for universal society, for there are many people not knowing some aspects of this important event.


Many merely know Sardasht was chemically attacked but they are not aware of other aspects of the case. Thus it is important the actions of the organizations interfering in Kurdistan region of Iraq and Islamic Republic of Iran and even citizens interested in the case spread and necessary cooperation should be prepared and managed to reach the given goals.


Undoubtedly through institutionalizing humanitarian attitude, we have to take basic steps to react massacre weapons in general and chemical weapons in special, and spread these tries for high goals like keeping peace in the region and especially in the relations between both countries.

Iraq and Iran share religious, cultural, civilizational and racial commons; it itself is a potentiality to reach given human goals. We hope nowhere in the world will nations bear the cost imposed by hegemonists’ policies on themselves and neighboring countries.

Mohammad Seddiq Ahmad believes both sides have special place in their own foreign policy for each other and the foreign minister’s travel to the region at this time denotes Iran’s nation’s support from Iraq’s and Kurdistan’s people. KRG of Iraq has turn out to be the most important confrontation center with ISIS and Pishmerga forces more than any other groups have fought them. Thus to support Kurdistan’s people and military forces against this increasingly international threat is so much important to the neighboring country and I.R. of Iran as a regional power was the first country which in this direction gave precious help to KR.

Dr. Ahmad believes that KRG sees Shia as a strategic ally, nevertheless the occurred differences are between the Region and Iraq governments but the Shia. In the direction of solving these problems, I.R. of Iran regarding having ties with both sides can play a prominent role to converge them. Thus the important point about this is concerning establishing balance on the relations with Shia, Kurds and Sunni of Iraq in foreign policy of Tehran in Iraq.


In a response to last question, Dr. Ahmad believes that the matter of Kurdistan independency from Iraq is in the field of the right of self-determination. The policies of KRG also are according to keep peace and stability in the KRG and region. Our collaboration with Tehran is not limited to a period of time. So the short-time crises cannot create basic changes in our policy.

With the presence of Kurdistan Regional Government (KRG) representative in Tehran and after reading the condolatory message by the president of Kurdistan Region, the celebrity of the singer Abbas Kamandi was held in Tehran.

With the presence of Dr. Jegarkhowein (Mohammad Seddigh Ahmad) the deputy-representative of KRG in Tehran and several political, cultural and art personifications of Kurdistan and Iran the 3rd day ceremony of the Kurdish singer Abbas Kamandi was held in Abulfazl Mosque in Tehran at 6:30 on Monday on Khordad 12th (June 2nd , 2014).

Dr. Jegarkhowein the deputy-representative of KRG read Mr. Masoud Barzani’s condolatory message in the occasion of Abbas Kamandi’s death. A part of the message says: as soon as hearing the news of the famous artist’s death Abbas Kamandi I got concerned. He gave precious services in the fields of singing arts, sign, painting, poem and play-writing for many years; so that his affectivity in these fields is sensible and appreciated.


The message continues: the loss of the artist is a great injury to Kurdish art, I offer my condolence to his family and the artists of Kurdistan I too share this tragic grief. I demand the Great God to grant his grace to this deceased and calmness to everyone. In addition Ezzatullah Zarghami’s condolatory message, the head of Islamic Republic of Iran Broadcasting Organization, was read.

Furthermore personifications like As’ad Ardalan, As’ad Khoshgovari Kurdish program master and Behruz Tavakkoli the Kurdish singer, Dr. Ghotbeddin Sadeghi the play-writer and the instructor of the University of Tehran, Jalal Jalalizade the instructor of the University of Tehran and ex-representative of Sanandaj in Islamic Council Parliament gave speeches concerning Abbas Kamandi personality aspects.

Dr. Jegarkhowein (Muhammad Seddigh Ahmad), the deputy-Representative of Kurdistan Regional Government of Iraq in Iran, gave a speech in 11th anniversary of the Phili Kurdish Martyrs in Tehran.

 The speech says: today we all are here to pay respect to innocent of Phili Kurd and to remember the memory of these symbols of resistance, standing and liberty.


 Phili Kurds is a part of Kurd nation of Iraq whose places of resident are away from of birth, the racist regime of Baath committed lots of oppressions and crimes against them and most brutal acts against Phili Kurds like destroying towns and countries, Anfal operation, chemical bombing, and so on.


In 1970 Baath regime started to force Phili Kurds to migrate, and in this way ten thousands of them were arrested, their houses and belongings confiscated and expelled just for their being Kurd and Iranian-origin of their being a danger against Iraq and Arab security.

In the frame of racial oppression and elimination, in face of Phili Kurds, over 20000 people were arrested and disappeared, and there are no news yet concerning how they were killed. It was said lots of these guys were used as test samples in Saddam’s chemical and biological weapon generating labs and then were all buried en masse cemeteries.


Crimes committed against Phili Kurds accordance with international rules and treaties and international law are considered in the frame of ant-human and en massacre. For in any form facing them like arresting, compulsory elimination, broad hanging, obligatory migration, and confiscation of their belongings as a definite religious and racial minorities are a clear instance of massacre and anti-human crime. However, he asked Iraq government to act properly to pay material and spiritual damages imposing Phili Kurds as well as returning their certificate and apologizing.

Election, the Symbol of Democracy


Tasnim News Agancy: Can Parliament Elections of Iraq converge on different political parties?

Dr. Jegarkhowein: Generally elections is a chance people use as a symbol of Democracy as well as a judge for the way of conducting society affairs by governments, it is so good to properly and peacefully deal with the problems and political differences on parties’ view through elections; considering lots of troubles Iraq faces up to presently, the best way is people participate in the elections and vote for their desirable candidates so that they can take a role on the national convergence being  created in Iraq. Iraq has special features. After ottoman emperor fall and first world-war Iraq formed under special circumstances, Iraq has a heterogenic tribal and religious combination and that is why those governments came to power, none managed to create accepted and qualified national unification among people in recent decade and after the kingship fall and republic establishment and then Ba’ath in special, a racism attitude dominated the country and oppressed people’s views. I want to mention the oppression of different of views of Kurds and Shia. No effort has gone into considering people’s true views so that they themselves could apply theirs to manage the country, that is why it seemed there was an artificial unification not only it was a wrong one, but also it was a use of force and pressure that did not allow any different political views to be represented.


The relation between Kurds and Shias is Strategic


Tasnim News Agancy: Is Kurds’ position on alliance with Shias still fixed? Is this alliance true for Nuri Al-Maleki?

Dr. Jegarkhowein: Our alliance is not with personification, we make an alliance with our Shia sisters and brothers. Kurds and Shias have a common history of fight and innocence and their unification are strategic; it exists among all progressive political forces of Iraq, Shia in special.


Popular participation will be more on southern cities


Tasnim News Agancy: How would you anticipate people participation of Iraq? Have any estimation made about it?

Dr. Jegarkhowein: I think considering its heterogenic tribal combination of three different religions and the way of their dispersion, namely, Shia, Sunni and Kurd brothers there will be more participation on southern cities and Kurdistan Region; therefore apparently on cities with security problems it will be less.


We cannot give any opinions about elections outcome


Tasnim News Agancy: How would you predict people’s welcoming of elections lists? Which list will be most welcomed?

Dr. Jegarkhowein: We cannot to give any views about it. People in Kurdistan Region will have a great participation, but we cannot mention any special list.


To have one of the key posts is Kurds’ right


Tasnim News Agancy: Now we see differences between Kurds and Sunnis, for example about presidential elections. Arabs says this post is our right, on the other side Kurds declare that will not overlook their right, what is your view about it?

Dr. Jegarkhowein: Iraq is formed of two tribes of Arab and Kurd, as you know the parliament of Kurdistan region government has been selected by people ballots, while it is independent, has decided to create an optional unification with Arab brothers in a new democratic Iraq. Considering as a major part of population combination of Iraq and the minority who has been most oppressed, I think, it is Kurds’ right to have one of the key posts and it is not greed. There are Sunni brothers and political parties who are obedient to the political process of Iraq and have advanced views, but generally I say when a tribal combination with racism slogan governed more than 80 years, it is hard to take up their place and to persuade them to have their own share.


Sunnis ask for shares as much as its capacity


Tasnim News Agancy: In your view what is their share?

Dr. Jegarkhowein: In my view their share is as much as their population and capacity, as I said Iraq has particular division, all believe that Kurdistan Region has its own different features and has accepted the to unify with its Arab brothers and to stay in the frame of a new democratic Iraq; I guess to get a high management posts is the least expectation.


The alliances will be made after elections

Tasnim News Agancy: What do you think of the future of Iraq after the elections? How will the alliance among the political groups be?

Dr. Jegarkhowein: Alliances will be made after elections outcome have been cleared so that lists and political parties can study their ways of alliances with each other and assess their plans. Our desire for alliance is according the rights that we think we should take, if our views and desires agree with our allied we will not insist on taking a special post; the matter is that we can progress our plans, of course if it will be supposed to divide the high performing and managing posts of Iraq fairly, generally one of them should be assigned to tribal combination of Kurd.


For presidential post we know a powerful selection


Tasnim News Agancy: Have Kurds considered anyone for presidency? What plans do have for this post?

Dr. Jegarkhowein: There are sure special selections, but I am not willing to say anyone’s name; many have asked Mr. Barzani to take the post of presidency. After the election outcome has cleared, I think, there will be not any problems to choose the considered one, we have powerful personifications. As soon as this post is assigned to Kurds, we will offer our candidate.


Solving political problems guarantees security concerns

News Agancy: is Iraq trying to take its major place in the region?

Dr. Jegarkhowein: We hope the outcome of the elections is in a way and a government comes to power that can create the chance for every political parties and tribes to participate. If political problems of Iraq tend to be solved, apparently security problems and other concerns will decrease and remove. We think that the present elections cause new conditions and to calm the country down.


The relation between Iran and Kurds is historical


Tasnim News Agancy: How much is it true for Mr. Barzani’s threat of separation from Iraq?

I think Mr. Barzani presents his position as the president of the Kurdistan Region, the relation between Iran and Kurds is historical, Kurdistan of Iraq has been and is a part of Iran civilization. Our language and Iranian’s has common root as well as common history, that is why our political behavior has not been in a way to insult Iran, continuously our leaders Mr. Barzani in special has remembered and astonished his good relations with Iran and considered it progressing.


Tasnim News Agancy: Region Autonomy of Kurdistan has come to an agreement with central government, on the other side has signed a contract of oil export with Turkey, what do you think of it?

About oil export contract signed with Turkey to excavate oil I have to say we have acted in the frame of Iraq laws, our political relations, political behavior and foreign policy are in the frame of Iraq foreign policy. Kurdistan Region is now known and located in a sensitive region, considering current sensitivities and border concerns; Kurdistan government has properly managed to be firm and steady. All our behaviors have been according to Iraq constitution and none was against it.
